Cammentary:
The City is involved in a demonstration project with the National Blosolicis Partnership to develop an
EnNronmental Management System for the blosolids Produced at the wastewater treatment plant. This
project calls for the support of the elected officials overseeing such operation m formally, accept a Project
Charter and Glee of Good Practice that will be used as the foundation for the Environmental Management
System. This resolve will demonstrate the City's commitment m an environmental sound bion Ms
management system.

CITY OF BANGOR
(TITLE.) Resolve, Supporting the Wastewater Treatment Plant Biosolids Environmental
Management System
WHEREAS, the City of Bangor has along history of biosolids reuse dating back to 1974; and
WHEREAS, the City wishes W provide a foundation for this practice to continue; and
WHEREAS, the National Bicsolids Partnership provides the vehicle for such foundation through
a Blosolids Environmental Management System; and
WHEREAS; the Project Charter outlines the purpose of the Biosolids Environmental
Management System and the responsible City positions which should be supported
by its elected officials; and
WHEREAS, a Code of Good Practice outlining the prindpals of conduct and goals of the
Bbsolids Environmental Management System is also supported by its elected
officials; and
WHEREAS, the Biosolids Environment Management System, in part, will provide
doc imentatlon supporting the City's continued efforts not only to protect the
quality of the blosolids but also to Improve the quality of the biosolids.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT:
we fully support the purpose and goals of the Biosolids Environmental Management System
under developed at the Wastewater Treatment Plant as outlined in the Project Charter and Code
of Goad Practice.

The City of Bangor Was ry a is Treatment Plant a committed to following the principles of omduct
set forth in the National Biosolids Core of Goad Practice. The trained plant will fans its
available resources to produce Class A biosblids. Further, it shall be the policy of the treatment
Plant to promote and prick a the beneficial use of biosolids and the reueelrecyclirg of resources.
The treatment plant will strive to maintain, improve and prated the environment through its
treatmenflproduction of biosolas. The treatment plant hill make every ei to insure that the
public is not endangered or discommoded by the treatment Iproducton of blosolids at the treatment
plant. The treatment plant shall obey all applicable federal, state, county and local laws, mks and
regulations.
COMPLIANCE: To commit to compliance with all applicable federal, slate, and local requirements
regarding production at the wastewater treatment facility, and management, transcomiation,
storage, and use or deposal of Biosolids away from the facility.
PRODUCT: To provide biosolids that meet the applicable standards for their intended use or
disposal.
ENVIRONMENTAL MANAGEMENT SYSTEM', To develop an environmental management system
for biosclids that includes a method of independent lhirdeady, vedtcelicn to ensure effective
ongoing biosolids operations.
QUALITY MONITORING'. To enhance the monitoring of biosolids productan and management
practices..
QUALITY PRACTICES: To require good housekeeping practices for dowse produdan,
processing, transport, and storage, and during final use and disposal operations.
CONTINGENCY AND EMERGENCY RESPONSE PLANS: To develop response plans for
unanticipated events such as inclement weather, spills, and equipment malfunctions.
SUSTAINABLE MANAGEMENT PRACTICES AND OPERATIONS: To enhance the environment
by committing to sustainable, environmentally acceptable biosolids management practices and
operations through an environmental management system.

Purpose of the Project
To creale an effective biosolids management system Mat will help Bangor Wastewater Treatment Plant
(BWWTP) continually improve in the following areas:
• UPlatlate SOP's that cover all aspects of biosolids operation and the interrelationships with other
wastewater treatment processes
• Assgnment by management anti acceptance by staff, of responsibility, authonty and accountability
• Planning and operating with an awareness and understanding of the effects and interactions between
liquid and solids processes, and the staffs contibulion to water and solids product quality
• Management collaboration met supports continual improvement
• Effective internal communications at all levels
• Safety training and procedures, and prevention of injuries
• Strategy and procedures for public and media relations that enable understanding of cortical and
stakeholders' expecmtions, and expeditious responses M their concerns
• Proper add effeclive documentation for meeting regulatory requirements and consistent operations
• Establishment of QAtQC procedures
• Managing assets through a program of cordition and performance assessment, disk management,
planning for the optimum balance M maintenance and capital renewal
• Adoption of cost -benefit analysis to assist in key decision making

for equipment used to manage biosolitls and wastewater solids.
