One response was teceived o the City's Request for Proposals for redevelopment of the former Naval Reserve
Cmterproperty on Fssex Sheet Realty Resources Chartered has proposed a32 unit affordable housingproject. As
proposed, the pdmarysource ordaining for the project would be federal low income tax credits available Weugh
the Maine State Housing Authority. The Business and Economic Development Committee bas reviewed the Realty
Resources proposal and has recommend the City Council designate Realty Reaources"tentative devehmer"to allow
Realty Resources the opportunity to apply to the Maine Stall Housing Authority fm low income tax credits by the
upcoming deadline of March le. During the 90Any period for which tentative developer stood is proposed,City
staff and Realty Resources would negotiate a development agreement for consideration by the City Council Sabi ng
the terms and conditions under which development of the site would occur. Tbis Order would great Realty
Resources Chartered exclusive status as developer of the site until May 24, Maid. During this period, Hardly
Resources would have an opportunity to submit for the City Council's consideration, amore defined development
proposal that would be incorporated into a development agreement for the Council's consideration on or before May
24,2004.

(TITLE.) Order, Designating Realty Resources Chartered Tentative Developer of
Essex Street Development Site

ORDERED, THAT
WHEREAS, the City of Bangor issued a request for proposals for redevelopment of the
former Naval Reserve Center site on Essen Street; and
WHEREAS, the only proposal received was from Realty Resources Chartered of
Rockport, Maine which has proposed the development of 32 units of affordable housing on the
site; and
WHEREAS, the proposal has been reviewed by the Business and Economic Development
Committee of the Cry Counal; and
WHEREAS, the Business and Economic Development Committee has recommended the
Ory Council grant tentative developer stabus to Realty Resources Chartered for a period of 90
days during which time City staff and Realty Resources would negotiate an agreement for
consideration by the City Council setting forth the terms and conditions under which the
development of the site would occur,
NOW, THEREFORE, BE IT ORDERED BY THE CIN COUNCIL OF THE CITY OF BANGOR
THAT, Realty Resources Chartered is hereby granted exclusive status as tentative developer of
the former Naval Reserve Carter site on Essex Street until May 24, 2004 to allow time for City
staff and Realty Resources Chartered to negotiate a development agreement for consideration
by the City Council on or before that data setting forth the terms and conditions under which
development of the site would occur.
