Bangor—Standing Committees

Commentary:
Attachetl please find a proposed revision to Me anent Committee Ordinance based on discussions
during the Council's recent goal setting session. They bringing together under one committee all
elements of the City's transportation program and reduce the heavy workload of the BRED
Committee. It eliminates the Strategic Issues Committee given the desire M reduce the number of
regularly scheduled meetings. The following major revisions are proposed:
1. Transportation and Infrastructure.
The Infrastructure and Development Support Committee is renamed Transportation and
Infrastructure. Oversight of Me airport, public transporomon, and the Parking Fund, including
dovmtown parting, is transferred to this committee.
2. Business and Economic Development.
The Business and Economic Development Committee would no longer handle matters
imalving Me Airport, Public Tramporladon, or Downtown Parking.
3. Personnel Committee
A neo Personnel Committee is established and assigned Me responsibility for the annual
process of recommending applicants for positions on city boards and committees. It mud
also hear employee grievances. The Government Opeadons Committee would continue to
make recommendations on filling brand vacancies that arise during Me year.
9. Government Operations
The Government Operadons Committee would be designated as one responsible Committee
an Issues Involving intergovernmental Affairs. Parking issues currently handled by this
Committee would be transferred to Transportation and Infastmcture.

§ 9-8. Standing committer. [Amended 12-11-1989 by Ord. No. 90.09; 6.8-1992 by Ord. No. 92-214,

A. There shall be five standing amniAtms of the City Coundl, to be known as the:
(1) Rnance Committee.

(3) Business and Economic Development Committee.

B. With Me exception of the person Strategie-Issues Committee, each canmbtes Mall consist of

ele. Committee members shall be appointed as soon as possible after the annual
election of the Council Chair. They shall serve Were; of one year each and until their successors are
appointed. The Council Chair Mall also appoint one or more members of each committee M serve as
Its Chair, with the Council Chair M serve as the Clair of the Personnel Mgk-hsues Committee.
Each committee shall meet at least once per month. A majority ot the members appointed M a

C. Rnance Committee. The Rnance Committee shall have the following duties:
(1) ReNew of bids and award of contracts, without further action by the City Council, within the
limit of this subsection, for the purchase of supplies, equipment and services and the
construction of public fadllme including public buildings, mads and sewers. The Committee§

(a) The Ilan has prewousty been authorized In the annual budget;

(b) The amount to be expanded under the compact is covered by an existing appropriation;
(c) The term of the contract is for three or an years; and
(d) The total amount te be expanded under the Isms of the contract does not exceed
$100,000.
(2) Review of bids and advisory comment to the City Council on proposed contracts for the
purchase of supplies, equipment and services and the construction of public faNldes not
qualifying for direct award by the Committee pursuant to Subsection C(1) above.
(3) Review of bids and final approval for the issuance of bonds for short -tens and brig -term
borrowings where such borrowings have previously been approved by the City Council.
(4) Review and advisory comment to the City Council regarding proposed Council orders,
omfinances, resolves or other hems relating to the following depurtnent% divisions and special
appropriation amounts: Ory Council, City Manager,
CM Clerk, finance, assessing, legal, private schools, pensions, insurance, debt service, library,
education and county mires.
(S) Upon recommendation of Me City Manager, City Solicitor, City Finance Director, City Tax
Collector or CM Treasurer, review and approve, without further action by the City Coundl, the
settlement, compromise or payment of City claims and accounts, including claims against the
dry, subject to the following Iimitabos:
(a) Tax collection accounts, Including cox abatements for infirmity or poverty pursuant M 36
M.R.SA. § 841, Subsection 2, in any amount and charge-offs pursuant m 36 M.R.S.A § 841,
Subsection 3, not exceeding $1,500 per account
(b) City claims and collection accounts not exceeding $5,00D per account.
(c) Insured claims against the city for property damage or personal injury not exceeding the
lesser of $50,000 or the limit of applicable insurance.
(d) Self -Insured claims against the city not exceeding $6,000.
D. Government Operations Committee. The Government Operation Committee shall have the
following dudes:
(1) Review and advisory comment to the City Council regarding proposed Council orders,
ordinances, resolves or other items reeling b the following deparbnents, divisions and special
appropriation amounts: police, fire, health and welfare, parks and recreation, administrative
services Mialudino cubit transommbi Bangor City Nursing Facility and gaff mum.
(2) Review and final approval of agreements for the rental or Wase of land and/or buildings under
the control of the departments outlined above in Subsection D(I) for terns not to exceed
three years. All other such agreements shall require approval by the City Council. The
Committee shall not grant options for the sale of end or buildings or finally authorize the sale
of such facilities without prior approval of the City Council.

Personnel Was and Regulations
E 6usness and Economic Development Committee. The Business and Economic Development
Committee shall have the following duties:
(1) Review and advisory comment M the City Council on proposed Council orders, ordinances,
resolves or other hems relating M the fnllowlng departments, divisions and special
appropriation accounts: community and economic development,

(2) Review and final approval of agreements for the rental or lease of land and/or buildings under
the control of the departments listed in Subsection E(1) for terms not to exceed three years.
All other such agreements shall require approval by the City Council. The Committee shall not
grant options for the sale of land or buildings or finally authorize the sale of such facilides
Without prior approval of the City Council.
(3) Review and advisory comment to the City Council concerning economic development projects
requiring final City Council appoval.
(4) Review and advisory comment to the City Council conceming other special development or
redevelopment projects which require final City Council approval.

Parstor International Airport. public transportation. the Parting Fund, and the sewer fund, M

(2) Review and final approval of agreements for the rental or lease of land and/or buildings under
the control of the departments listed in Subsectlon F(1) fer terms not th exceed three years.
All oder such agreements shall require approval by the City Council. The Committee shall not
grant options for the sale of land or buildings or finally authowize the sale of such facilities
without prior approval of the City Council.
(3) Revien and advisory, commend regarding capital plans and programs of the general Not,
Alroort Fund. Parking Fund. and the Serer Furth.
(4) Review and advisory comment to the City Council conceming proposed changes in the dti
Comprehensive Plan and Land Development Code.
(5) Review and approval, In amomance with Chapter 252, sewers and Drains, 4 752-25, of sewer
abatements due to lost water, abatements due m water used in end manufactured products
and development discounts.
(6) Advisory assistance to the City Coundl on federal and state legislation and regulatory matters
affecting the Sewer Fund.
(7) Review and advisory comment on such oNer matters Involving the departments and divisions
listed! in Subsecdon F(1) above as may be referred to the Committee by the Cuundl, the City
Engineer or Me City Manager.
