By the cityCoun /ofthe{iryOfBangor. RESOLVED WHEREAS, on June 10, 2003, the citizens of the City of Bangor approved a referendum that will permit the operation of video lottery terminals at a commercial hamess rating track in Bangor; and WHEREAS, on November 4, 2003, a state-wide referendum authorizing the operation of video lottery terminals at commercial harness racing tracks was approved by the voters of the State of Maine; and WHEREAS, at that time, voters in the City of Bangor also approved the staba-wide measure, once again affirming their support for authorizing video lottery terminals in Bangor; and WHEREAS, as a result of these actions, the voters of Bangor and Maine have authorized an expansion of the gaming functions traditionally allowed in the State; and WHEREAS, the City of Bangor has entered into various agreements with a gaming operator that allow for the introduction of video lottery terminals at Bangor Historic Track, including a provision that allows for the creation of a temporary gaming facility; and WHEREAS, It is likely that this operator will move quickly to introduce video lottery terminals at the harness racing facility located at Bass park; and WHEREAS, the State's current structure for regulating the gaming Industry Is limited and focuses on commercial harness racing tracks and the State Lottery; and WHEREAS, R is essential that the State establish appropriate legislation and regulation governing the operation of video lottery terminals at commercial hamess rating tracks to insure that such operations are given the appropriate level of oversight, to protect the interests of the State, and to safeguard the public visiting such operations; 06-30 WHEREAS, the State should implement regulations designed to Insure the licensing of appropriate vendors and State oversight of gaming operations and revenues; and WHEREAS, the State should Implement such regulations as necessary and appropriate to encourage competitive and fair business practices in the gaming industry; and WHEREAS, a Gaming Commission should be created with regulatory and enforcement authority and should include members from outside the harness racing industry. NOW, THEREFORE, BE rr RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT we hereby all upon Govemor John E. Baldacct to move rapidly to develop and propose such legislation and regulations as may be necessary and appropriate to govern and oversee video lottery gaming operations in Maine, including the creation of a Gaming Commission with necessary enforcement authority. In order to insure that steps are taken in a timely fashion, we urge the Governor to all the Legislature into session at the earliest possible time to address gaming legislation.
