Item/Subject: Ordinance, Amending Article II, Section 9-19 of the Code of the City of Bangor,
Regular Meetings, to Change the Time of Regular Council Meetings from 7:00 p.m. to 7:30 p.m.

During the Council's recent priority session, an objective was established to improve the efficiency of
the Council meeting process. As an element of that discussion, there appeared to be a consensus
that the starting time for regular meetings be moved from 7:00 m 7:30 p.m. The Council has ben
meeting at the earlier 7:00 time since March 2002.
The intent of the later done is to allow additional time prior to the meeting for Council workshop and
executive sessions, lesson the time pressure to conclude these sessions by 7, induce the number of
full Council sessions required outside of regular meeting dates, and accommodate public attendance
at regular meetings.
The attached ordinance will set the time of regular Council meetings at 7:30 p.m. As an Ordinance,
it requires first and second reading and a ten day delay after passage to become effective. If this
change moves through the process without delay, the first meeting at which it will become effective
is that of December 22, 2003.

BE R ORDAINED BY THE CITY COUNCIL OF THE CRY OF BANGOR, THAT Article 11 Section 919 of
the Code of the City of Bangor Is hereby amended as follows:
ARTICLE It, Meetings [Adopted as Ch. 4 Arcs. 2 and 81
§ 9-19. Regular meetings. [Amended 1-13-1986 by Ord. No, 8651; 9.141998 by Ord. No. 98-339; 2-
25-2002 by Ord. No. 02-104]
The regular meetings tithe City Council shall be held at7 ZL"&p.m. on the second and fourth
Monday of each calendar month in the City Ooundl dsmbem in City Hall, or at other locations
approved by a majority of the Council at the next precious regular meeting. Prior to each such
meeting, the City Council may meet In executive or workshop sessions. Notice of such meetings shall
be provided in advance in accordance with the provisions of state law.
A Other locations; notice. In the event that the Council votes to hold its regular meeting at a location
other than at Ory Hall, the City Clark shall post a notice to that effect at least seven days prior W
said meeting on the bu0etin board at the entrance of City Hall.
B. Adjournment to another location. In addition to the above, the City Council, by a majority vote,
may adjourn its regular meeting to another location, without prior notice thereof, in the event that
the meeting place is of insufficient capacity to provide adequate seating for those wishing to attend
said meeting.
C. Holidays If a regular meeting data shall fall on a legal holiday or on the evening preceding a legal
holiday, as defined by statute, the regular meeting shall be held on the following Wednesday at the
same time and place.
D. Absences. N the event that the Council Chair has been notified that three or more Coundlors will
he unavailable for a regular meeting, the Council Chair may reschedule that meeting to the
following Wednesday at the same time and place.
