Commentary:
The Chy's Event or Activity Enhance Fee Policy provides guidance W Council and to staff regarding
activitles or events for which an admission fee is normally charged. This Order will amend the Policy by
adding a new Section 5.8 regarding employees woddng at Bangor Municipal Golf Course.
For an susended period of time, the praMce at Bangor Muni has been to allow employees to play for free.
When It came to our attention Nat the estaNished practice was not in conformance with City Policy, stiff
was asked to review the situation and make a recommendation. Upon review, staff concluded that
allowing free play with conditions would be In the best interest of the Goff Course. Supporting rationale
Included: creating an incentive to hire employees; employees playing the course on a regular basis would
became more familiar with R far maintenance activities and would he more invaAed in its upkeep; and of
43 golf courses in the state, 90 allowed free play for employees. This proposed amendment has been
recommended by the Golf Course Professional, the Parks and Recreation Director and the Pada and
Recreation Advisory Committee.

Last Spring, this committee decided to retain the long-standing
Policy at Bangor Municipal Goff Course of free play for employees during
the 2004 golfing season. It was also decided to review this policy for
possible changes Prior to next season.
Staff surveyed forty-three golf courses in the state and found that of
those contacted, only three did not have a policy permitting free play for
staff. Western View of Augusta Permits full-time employees free play and
part-time employees to play for half price. Riverside Municipal Golf Course /
in Portland employees must work a minimum of 21 hours aweek in order to
be eligible for free play.
All courses surveyed have various day and time restrictions for
employee tree play. A few courses even include free golf carts when
available. Most felt It was in their best Interest to include free play as an
incentive when hiring staff for relatively low wages. Golf Pro Brian Enman
concurs with that conclusion.
Therefore, staff recommends that employees work a minimum of
sixteen (16) hours a week in order to be eligible for free play. Employees
working less than sixteen hours a week would pay hall price, We feel it's
important when hiring seasonal staff that they have an Interest in golf and
in the golf course. This policy will enable us to hire quality people which
in the long run is in the best interest of Bangor Muni. This policy has been
reviewed by the Parks & Recreation Advisory Committee.

CITY EVENT OR ACTIVITY ENTRANCE FEE POLICY
1.0 PURPOSE
This policy is intended to provide guidance to Members of the City Council and staff
regarding the comment of Councilors and employees wishing to participate in City
activities or events for which an admission fee is normally charged.
2.0 POLICY
In general, City Council Members and employees are to be banned in the same manner as
other ci6xns and members of the public for admission to activities or events for which a
fee is charged. Council Members and employees are expected to pay such entry fees and
shall not request or receive free admission for themselves or complimentary admission
for others. This shall include but not be limited m such events as: the Bangor Stene Fair,
concern; and other paid admission events az Bass Park and the use of City facilities and
services such as the Golf Course or Sawyer Arena.
3.0 IMPLEMENTATION
3.1 City employees who are responsible for such events shall not provide free
admission to Councilors or employees or to any other individual at the request of
Councilors or employees.
3.2 Requests for flee admission or for other preferential treatment shall be rcportedm
the City Manager. Where such request originate with a Member of the Council,
the Manager shall inform the Chit of the City Council or, should the Council
Chair he directly involved, the Chair of the Council Finance Committee.
3.3 The City Manager, with the assistance and support of the Council Chair, shell be
responsible for the day to day interpretation and enforcement of this policy.
4.0 RIGHT OF ACCESS AND PARTICIPATION
4.1 Nothing in this policy shall be interpreted in such a manner w to deny to my
Councilor or employee the same rights of access and participation which are
Provided to members of the general public.
5.0 EXCEPTIONS
The following limited exceptions we granted to this policy. Councilors and employees
shall be allowed free admission to:

5.1 Evems where the sponsor of the event has requested that such individuals be
present on provide a welcome, m formally represent the City or m otherwise fill an
appropriate ceremonial function.
5.2 Such individuals are active participants in such events through assignments as
contest judges, game participants, armormons, etc., where others with such
assignments are provided with free admission.
5.3 The fairgrounds during the Bangor Stas Fair f purposes of inspecting the
grounds, participating in events designed to publicize the activities of the fair,
serving as volunteer workers, or to meet with Bass Park or Fair staff on items
related to City business.
54 Events or activities sponsored or co-sponsored by the City where the Council has
authorised waiver of admission foes to such individuals.
5.5 Events at which employees are assigned to work as a normal part of theirjob
duties or due m special requirements of the event. This about include duty extras
for employees of Police and Fire or other outside or non -duty employment which
requires an imbvidual's presence as part of their outside job duties.
56 Events or activities which we offered as a recognition an employees through the
Employee performance Award and Service Recognition Program or as an
incentive for participation in the Cittys arcual Combined Charitable Campaign.
53 Events or activities where employee admission is paid by a third party with no
direct relationship with the City.
5.8 For employees working at Bangor Municipal Golf Comic free play or play at
reduced razes shall be mmnitted during off-peak lima and on a soot& available
basis In order to modify for free play, emplovees must work a minimurn of
sixteen boors per week Emolovees working less than sixteen hours nor week
shall be repaired in pay half price.
6.0 REVISIONS
The City Manager or members of the City Council may recommend changes to this policy
from time to time. Such changes mus[ be approved by the full Council prior on becoming
effective.
