Responsible Department: Community & Economic Development This Ordinance will establish a Commission on Cultural Development. The Commission will be responsible for administering Chapter 95, Cultural Develpment, which is also pending consideration by the Council. The recommendation to establish such a Commission was included In the draft Cultural Plan that has been reviewed by both the Business and Economic Development Committee and the Finance Committee. Chapter 23 of the Code of Me City of Bangor is bercby, amended to add a new Article 111 Curcio, in be called Commission on Cultural Development, and to read as follows' Article III Commission on Cultural Development § 23-13. Establisbmeut membership. There is hereby established a Commission oh Cultural Development for the City of Bangor which shall consist of six embers who shall be appointed by the City Council and a member of die City Council to be appointed by Me Council Chair. §23-14. Codification A. Four members shall poweescredentials and expertise in one or more areas of sots, colmre, and humanities which may include, but not be limited N, architecture, landscape architecture, museum number or other museum professional, profsional visual or performing ani t (including musical said), an educator, manager of a cultural organization. B. Two members shall he appointed as at -large members of the commission. C. The seventh member shall be a member of the Bangor City Council. §23-15. Residency mtssalar and consatien. All members of Ne Commission on Cultural Development shall be residents of or he employed in the City of Bangor and shall serve without compensation. No salaried employee oftbe City shall be eligible to rare on the Commission. - §23.16. Terme of o@Ice. A. The Commission on Cultural Development's mission is be promote the development of Bangor as a regional arts enter Nat nurtures the artistic and cultural expression of its diverse peoples, as provided in Chapter 95, Cultural Development; provided, however, that the total expenditures for such purposes shall not exceed Ne appropriation therefor, together with such gifts as may be placed at the disposal of the Commission. §23-19. Author The Commission is hereby authon:and to: A. Assess Bangor's cultural needs; B. Develop and maintain a comprehensive one and cultural policy, subject to approval by Ne Bangor City Council, based on a 5 -year vision statement adopted by the City Council and strategic objectives that support the vision statement; C.- Assure that plans and policies are developed with consideration of the needs of the communityys future adults, providing them with in additional incentive to remain or return here; D. Develop annual program and budget recommendations relating to cultural grants and public an for review and consideration by the City Council; E. Develop annual program and budget recommendations relating to maintenance of public an and monuments for review and consideration by the City Council; F. Review grant applications from now and cultural organizations and recommend a course of action to the City Council for their review and consideration; c. Provide forums for the public and dtimns' groups to share their ideas, recommendation, and concerns with the Commission; H. Advocate for the importance of sui coining humanities activities, organimtions, and a variety of visci creating that they are not subordinate to spoor and other entertainment interests; I. Advocate for an environment that stimulates artistic growth for young people after high school; I. Advocate for Bangor to aggressively market itself as a cultural destination an attmtt both visitors and additional ads and cultural activities and venues; K. Advocate for a fundamentally healthy community in which ad,culture, and humanities can integrate their agendas, when appropriate, without diluting the focus of each agenda's goals and plans; L Advocate frprogmmsthatenwmgeartistsandutbreretivepmhssionals to sojourn in Bangor; M. Maintain Strong and open communication with the media; N. Work with and advise the community and its and culturall humanities organizations on the development of new funding sources via countries and programs; O. Meetings annual report The Commission shall mete M least quarterly and, Prior to December 31 of each calendar year, shall prepare and submit to she City Council an annual report outlining its activities during the investing twelvemonth period. A quorum shall consist of four Commission members. §23-21. Cooperation from other officers and dera tments. Subcommittces authorized]. A. There shall be two standing subcommittees of the Commission, to be known as the"Art in Public Places Subcommifter and the "Programs & Grants Subcommittee". B. Each subcommittee shall consist ofthrce members appointed by the Commission Chair for a term of one year. Each subcommittee shall also elect a member serve as Subcommittee Chair. C. Amjority of Me members appointed to a subcommiare shall constitute a quorum. In the absence of my ember of xubcommittee, the Subcommittee Chair (or acting Subcommittee Chair) may designate any member or members of the Commission who are present m h mporadly serve as a member of the subcommittee in under to permit business to be conducted, including voting. D. Art in Public Places Subcommittee.
