Item/Subje : Resolve, Supporting the Unanimous Vote of the Board of Directors of Bangor
Region Partners for Health That They Become Part of the City of Bangors Health B Welfare
Department.

Commentary: In July of this year, the President of the Ei of the Bangor Region Partners for
Health Coalition (BRPH) appeared before the Government Operations Committee and proposed that
the City approve a proposal to move his organization under the Citys Health and Welfare
Department. BRHP has existed for the past few years solely on funding fmm the state's tobacco
settlement funds, approximating $200,000 per year. This organization has had some difficulty in
— - — recetving theCammilmentaT key stakeholders towaN a more comprehensive approach tothe health
challenges of our region.
BRHP has done excellent work in the areas of tobacco use reduction, nutrition, and obesity
prevention, and our Health anti Welfare Department has partnered with them on projects of mutual
interest. Given the similarity in mission and philosophy, the consolidation of the BRHP Within the
Health and Welfare Department would be beneficial to all parties. The State Center far Disease
Control has also been supportive of this move, although cautouslj given the on-going work of a
working group changed with recommending how best m deliver public health services in Maine.
We believe the merger of BRHP and Health and Welfare would not only increase the eRectiveness of
preventive and public health services in our region but also increase eficien"nough the improved .
utilization of shared resources. It would also provide an opportunity to establish a health advisory
board to provide direction to the health programs of the City and improve coordination throughout
the local health care system.
The attached resolve will endorse this proposed merger and be the first step toward Its
implementation. It has been reviewed and is recommended by the Government Operations
Committee.

C TITLE.) Resolve, Supporting the Unanimous Vote of the Board of Directors of
Bangor Region Partnersfor Health That They Become Part of the City of Bangor's
Health & Welfare Department.
WHEREAS, as one of many coalitions throughout Maine receiving tobacco settlement
funds, the Bangor Region Partners for Health has done great work in our
region around the issues of tobacco use reduction, nutrition, and obesity
prevention; and
WHEREAS, the Bangor Health and Welfare Department has partnered on projects of
mutual interest with the partnership; and
WHEREAS, given this existing relationship and the similarity in mission and
philosophy of these organizations, the Board of Bangor Region Partners
for Health have concluded that becoming part of the Department of
Health and Welfare will be beneficial to all concerned and, most
importantly, to the taxpayers and residents of Bangor; and
WHEREAS, in June of this year, Reverend Bob Carlson, President of the Board of the
Bangor Region Partners for Health, proposed that the City Council
consider approving the proposal that this organization come under the
City's Health and Welfare Department as a way to both continue its
existing mission and to expand its impact through the involvement of the
full range of stakeholders in issues involving the current and future
health status of the residents of our region; and
WHEREAS, staff of the Department believes that the merger of the Partners with the
Department will encourage and support a more holistic approach to the
health care issues facing our citizens;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BANGOR THAT we support the proposal that the Bangor Region Partners for Health
become part of the City of Bangor's Health & Welfare Department.
BE IT FURTHER RESOLVED THAT staff is hereby authorized to request that the State
Center for Disease Control transfer the existing programs and funding of the Bangor
Region Partners for Health to the City of Bangor's Health and Welfare Department as
has been proposed and is supported by the Board of Directors of the Partners.
