Commentary:
The attached Order isan amendmentto the Oficial City map, which essentially replaces the porton
of the proposed Parallel Service Road between Gilman Read and Hagan Road wgh short connector
roads between future development sites. This is consistent with recommendations contained in the
Penjajawoc Marsh/Bangor Mall Task Force Final Report, which is now part of the Comprehensive
Plan. A ccpy of page 10 from the Task Force Final Report Is attached for reference.
In addition W Implementing the Task Force Report, MIs formal action has been requested W
accommodate plans for the proposed Super WalMart projed.
Attached are Exhibit `A, which depicts the original Parallel Service Road concept and Exhib@ `B',
which shows the changes Mat would result from this order.

(TITLE.) Order, Amending the Official City Map —Alignment of Parallel Service
Road Between Gilman Road and Hogan Road
WHEREAS, the Official City Map depicts locations of accepted public streets and proposed future
streets; and
WHEREAS, the Parallel Service Road was placed on the Official City Map by Council Order 99-
39, passed December 16, 1998, as a proposed future street as shown on Exhibit'A'
attached hereto; and
WHEREAS, Council Order 04111, passed April 12, 2004, amended the Official City Map to
depict realignment of the section of the Parallel Service Road extending northerly
from Stillwater Avenue toward Gilman Road to facilitate development; and
WHEREAS, Council Order 05-345, passed on October 24, 2005, added the Penjajawac
Marsh/Bangor Mall Task Force Final Report to the Comprehensive Man; sad! Final
Report recommends that the section of the proposed Parallel Service Road between
Gilman Road and Hagan Road be replaced with short connector roads and public
easements through future development projects to provide a continuous future
travel route,
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the portion of the Parallel Service Road between Gilman Road and Hogan Road be reconfigured
as recommended in the Penjajawoc Marsh/Bangor Mall Task Force Final Report and as shown In
Exhibit'B' attached hereto and Incorporated by reference in accordance with the Code of the
City of Bangor, Chapter 271, § 271-9.

MEMORANDUM

SUBIECT: Amending The Official Map Parallel Service Road
Council Ordinance 06-338
Please be advised that the Planning Board at its regularly scheduled
meeting on October 17, 2006 held a Public Hearing on the above Official Map
Amendment.
Jim Ring, City Engineer, provided a brief history of the Parallel Service
Road and the Penjajawoc Marsh Bangor Mall Task Force report that
recommended elimination of the roadway in lieu of interconnecting commercial
developments on each side of the marsh.
There were no additional proponents or opponents to the proposed
charge.
Some Board Members were concerned that the elimination of the
proposed right-of-way =old eliminate options towards Improving traffic Flow on
Stillwater Avenue. Planning Officer Gould noted that the roadway designation
on the Official Map was no guarantee that the road would be built, but a formal
adoption of a policy to preserve that right-of-way. It will be new development
which will provide the actual construction, either through a parallel service road
or interconnection of commercial developments.
Mr. Ring noted that one of the undertying principles of the Marsh Mall
Task Force recommendation was to work to improve existing infrastructure
before seeking to add new infrastructure.
Planning Officer Gould noted the Task Force report had been presented
numerous gimes to the City Council and before the Planning Board. This action is
the Implementation of that adopted policy.
The Board voted unanimously to recommend to the City Council that it
adopt the proposed amendment to the Official Map contained in Council Order
06-338.

3. Connector between Wldewaters and W/S Development sites
This would involve constructing a short new connector mad
between two large development sites located on Me northeasterly
side of Stillwater Avenue --the Wldewaters she on Me
souMNPStarly Skle of the PenljajawOc Stream and the W/S ago on
Me rhMeastety side. The connector road would be located
immediately to the rear of existing development along Stillwater
Avenue and would likely require only two lanes. It would Involve
crossing the stream near Me existing private bridge that currently
serves an existing residence. While a new stream crossing would
be created, it wouk have significantly less environmental impact
than Me crossing associated with the current Parallel Servke Road
concept The new crossing would allow for elimination and
removal of Me existing private crossing. Furthermore, Me new
connector mad can and should be designed so Mat no direct runoff
or discharge to the Pengawoc Steam Is created. The site design
of Me Wldewater and W/S development projects would integrate
with Me new connector to provide a continuous travel route from
Gilman Road to Hogan Road and reduce bri impacts on
Stillwater Avenue. This; new connector, In conjunction with Me
preceding recommendations, would eliminate the need for
constructing the portion of the currently proposed Parallel Service
Road between Gilman Road and Hogan Road. It should be noted
MM permits from several Regulatory Agencies would be required
prior to construction of Me connector road.
The recommendations listed above are presented in descending order of pdodty.
The traffic analysis conducted for Me Task Force concludes Mat, by cmeMl
Implementation of Mese measures, level of service along Stillwater Avenue and
adjacent areas would be equal to or slightly better (in some respects) Man
current conditions.
While Me foregoing recommendations focus on vehicular traffic, the Task Force
also supports measures Mat reduce the need for vehicular travel, Including
expanded public transportation service, possible shuttle opportunities, and
additional pedestrian/bicycle connections.
