At the last Council meeting, a resident of Howard Street appeared before the Coundl to discuss
neighborhood concerns regarding both traffic volume and speed, particvladyen thatsection of Me
Sheet between Mount Hope and Garland. A petition from the neighborhood was presented. The
Council then referred this Issue In the Transportation and Infrastmdure Committee.
At Its last meeting, the Committee heard from resider and discussed Me problem. There was a
broad mneensus Mat traffic Is an Issue. Severe) suggestiansweredimussect inducting desigmUng a
portion of Howard Street as one-way or breaking Howard Street In the vicinity of Angels to create
M dead -ends and prohibit through traffic. City Engineer dim Ring also presented information on
traffic volumes on Howard and some surrounding sheets. While recogmAng that this Is an issue
that most be addressed, staff suggested that traffic study be performed in order to determine the
potential impact on neighboring streets and the most effectNe option to pursue on Howard Street
While the Committee supported the notion of more comprehensive study, it also wanted to be sure
Mat this Issue was addressed sooner rather than later. As a result, the Committee requested that
an ordinance be first read that wood designate the section a Howard between Mount Hope and
Garland as orre-way, with traffic flaw from Mount Hope to Garland. The Committee also requested
that a schedule for the study be developed as mon as passible and that the study begin
immediately. As a result, the Committee wishes this Item W receive first reading and then be
postponed to a date certain tied to the traffic study schedule and not to exceed three months.
At this point, I would recommend that this item receive first reading. Amhedule should beavallable

The Section of Howard Street located between Mount Hope and Garland Streets Is hereby added to
Schedule XVI- One -Way Streets -- established by Section 291-28 of the Cade of Ordinances. One-way
traffic only shall be allowed on Howard from Mount Hope W Garland.

Su: Howard Street Discussion and Transportation and Infrastructure
As a follow-up to the presentation of the Howard Street area traffic study that was
presented to the TIC committee earlier this month, the Committee again discussed this
street at its December 19 meeting. At that meeting, two representatives from Howard
Street requested that the section of the street from Mount Hope to Garland be
designated as a one-way street, with traffic allowed in the direction toward Garland
Street, for a six month Wal period. As you will recall, an ordinance designating this
section ane -way was first read in September and then tabled to the December 2r
meeting as a place holder to insure that the traffic study was completed in a tamely
fashion.
At the meeting at which the traffic study was initially discussed, staff recommended that
this ordinance be postponed again for a 30 to 60 day period to allow time for a
neighborhood meeting to be held to present the results of Me study and alternatives to
address traffic concerns to the residents of Me larger eastside area who might be
affected by any changes.
After discussion, the Committee voted 2-1, Councilors Palmer and Blanchette in the
affirmative, Councilor Gretwirk in the negative, to recommend the following steps to the
full Council:
1. Designate Howard Street as one way from Mount Hope toward Garland Street for
a six month trial period ending June 30, 2007.
2. Schedule and hold a larger neighborhood meeting to review the results of the
traffic study and present alternatives. The intent of this meeting is to both
educate the neighborhood and solicit Input on possible changes.
3. Make a final determination on the Permanent changes that should be made and
implement them no later than June 30, 2007.
Coundiors Palmer and Blanchette supported these recommendations gives the length of
time during which traffic cencems on Howard Street have been discussed and to allow
for a trial of the one way system to determine Its effects. Councilor Gramick supported
holding the proposed neighborhood meeting prior to implementing any changes in order
to provide the Council with feedback from a larger area.
The Ordinance that appears on the Council agenda designated Howard as one-way. In
order to implement a six month trial, this ordinance should be amended to set the date
at which the one way system will expire. A new version of the ordinance with the
sunset data of June 30, 2007 is attached.
If the ordnance is approved by dre Council, staff would recommend that the proposed
neighborhood meeting be scheduled for February or March in order to allow a period of
has for residents to experience and adjust to the one-way change. On the other hand,
if the ordinance is not adopted, this meeting should take place In January in order to
move the evaluation of options forward as quickly as possible.

Maple Street to the west, Stillwater Avenue to the north, State Street to Me south
and Howard Street to the east.

Hope Avenue on Maple Street, Birch Street, Fern Street, and Howard Street during
the first two weeks in November 2006.

Weekday evening peak hour turning movement counts were completed during
November of 2006 at the following locations:

Howard Streer/Mount Hope
Howard Street/Garland Street
Howard Street/State Street

The results of this date am shown in Figures 1 and 2. Count data shows that
approximately 48% percent of traffic on Howard Street between Garland Street and
Mount Hope Avenue are originating and destined for those roadways

Roadway Characteristics
In addition to traffic data, roadway geometry, sidewalk locations, and on street
parking was determined.
Maple Street, Bimh Street, and Fern Street are classified as Local Roadways.
Howard Street, Garland Street, and Mount Hope Avenue are classified as Major
Collector Roods by McDOT.
Minimum Width of the reviewed streets is as follows.
Maple Street -2P Birch Street -25'
Fern Street -38' Howard Seem -22'
Sidewalk is provided on all fourstreets on at least on side of the road.
On street parking is allowed In most location within the study area on at least one
side of the road. On street parking is not as common on Howard Stree as it is on the
other adjacent streets.
Levels of ServiceAnalvsls
Level of Service analysis was completed for the reviewed intersections within the
studyarea. All of the euseng intersections are operatingat acceptable levels of
service during the weekday evening peak hours.
Accident Review
Crash data provided by McDDT for the Intersection and madway segments within the
study area was reviewed for the three year period from 2003 W 2005.
No roadway segments were identified as high crash locations.
Five intersection locations were Identified as high crash locations by MCDOT and
Include:
Bimh Street/State Street, Hancock Street/State SVeet State SVeet/Howard Street,
Howard Streel/Mount Hope Avenue, and Fern Street/Mount Hope Avenue
Safety Recemmendatons
Monitor 4 -way stop accident data at Mount Hope Avenue to see if they are
successful counter measures.
Review Sight lines at Birch Street
Review Increased protected left turn phase for State Street left onto Hancock
Street Provide signal display for right turn out of Hancock Street with future
signal upgrades.

Provide better left turn delineation for eastbound traffic from State Street onto
Howard Street or limit Howard Street to right-in/right out access only.

Turn Howard Sheet Into a one-way street from Gadand Street to Mount Hope Avenue
allowing traffic to travel to the southbound direction (towards State Street)
We do not recommend this alternative because although traffic volumes would be
reduced, vehicles speeds would likely Increase because of the amount of pavement
available for the one way traffic and the elimination of traffic in the opposing
direction. Northbound traffic would have to use adjacent streets increasing Mumps
on those streets.
Provide double dead and of Howard Street at Angela Street providing emergency
access only.
In orderto dead end a read, a propertermination should be developed that removes
the pavement and provides proper areas to tum around. If a bypass of the dead end
Is provided, it would likely be used by motorists who are aware of it compromising the
emergency use of it Wlth almost hall of motorists utilizing this segment of Howard
Street not appearing to be through motorists, this location does not seem
appropriate for a dead end location.
With Howard Street being an important winder within the neighborhood itself
providing access to the hospital and connecting to the neighborhood schools, this
alternative would not provide an overall peal bereft to the neighborhood and
Morales we do net recommend it
Provide dght4n/right-out access at Howard Street. This will result in most through
motorists wishing to make a left caro Howard Street having to access Stillwater
Avenue and Hogan Read via State Street -
Provide small island ai Angela Street to introduce a lateral shift W reduce motorists
speeds at this Iocadon.
Provide raised crosswalk (Speed Table) on Howard Street approximately 550' north
of Garland Street to connect the terminating sidewalk on the east side of the street
with the sidewalk on the west side. This will help reduce driver speeds In this
location.

These improvements will keep Howard Street available for neighborhood and
emergency use while making k less attractive for through motorists wishing to use it
as a short cut.
