Commentary: The attached ordinance amendment is designed M address problems that have
arisen in regard M rental assistance provided through our General Assistance program. The first
change will establish a rate forsingle room occupancies. It appears Matsome landlords have been
renting single bedroans in multiple bedroom units to individuals receiving assistance at the current
of deny rate. We belleue that this rate is too high for this type of rental. The single room
occupancy ratewill be setat$325 permonth. On a related issue, Me amendmentwill clarify thatin
instances wherea client shares an apartment with another Individual, Me appropriate renal rate will
bedividedbythenumberofoccuma todetermine Drelevelofrentalassistanceweprovide.The
second change will be our level of assistance to apartment size. At Me present time, assistance is
tied only to household size. HBe including apartment size, we will be in a position to insure that
General Assistance clients recewe a reasonable value for their rental payments.
Finally, the amendment clarifies landlord responsibility to provide safe and sanitary units Mat comply
with City code and authorizes the Direc(p of Health and WelfareM require landlords to provide the
necessary information to insure Mat Me appropriate level of assistance is being provided. It also
establishes civil penalties g a landlord intentionally provides Incorrect or false Information.
We believe Mat Mesa charges will tighten our ability M manage our General Assistance program
while insuring Mat clients are treated Fairly within Me Oq's rental marbet.

SUBSTITUTION. During as original review by the Government Operations Committee, a
number of landlords who own rooming houses questioned the proposed $325 rate. As a result,
a survey of rents charged for such properties was conducted and Indicated that $400 is more
representative M the actual rate. In addition, as this ordinance was being reviewed, Me State
provided updated information on madmum assistance levels. These have also been
incorporated. several other minor changes haw: also been made. The amendment, as further
amended, has been reviewed and is recommended by Government Operations.
