On August J, 2006, the Finance Commitee reviewed and approved staff recommendation to award
the contract to SH&E in the amount of $120,s00.00.
This bid award recommendation must be reviewed and approved by the City Council, as it Is over
$100,000.00.

During the Council's aminal workshop, the City Council expressed a desire for the Airport TO
develop a comprehensive marketing plan. The Airport issued a Request for Proposals and
received six responses. An interview panel consisting of Mayor Cashwdl, Councilor
D'Errico, Fd Being, RdreccR Hupp, Rod McKay, Tiffany Pldlbrick (Marketing Assistant),
Bion Foster as the Chan ofthe Bangor Regional Development Alliance, and Mike Boyd, the
Airport's consultant fir domestic air service, irderviewed four proposers.
The unemmous recommendation of the selection commithe is In award the contract to
SH&E. SH&E will examine the potential fa additional business development in the areas of
international corporate tmf£ic, commercial charter traffic, and an cargo. As you may recall,
the initial RFP also included Two other areas, an evaluation of the Airport's advertising
program and real estate development. Based on the responses and interviews and taking into
Rcrnwt the proposed costs, the selection committee concluded that none of the proposers
offered strong credentials in these areas and that the Airport and City would receive the best
value byl sing this effort on corporate and charter traffic and OR cargo.
The estimated cost for the plan is 5120,500 plus expenses. Funding for this project is
available in the Airport's budge[. The proposed scope of work is arachedf yew review.
SH&E was fomred in 1963 and is one of the largest consulting final dedicated to
commercial aviation. Theybaveundenakmprojx forcargoandpms gff airlines, charter
opeaters, fractional GA operators, FBO's and others in the United States and throughout the
world. As a result, the company las wide-ranging oordacts throughout the industry that will
be invaluable to this project.
The Auport respectfully requests the committee recommend to the full Council the award of
