Purchase order with Sugarloaf Ambulance/Rescue Vehicles in the amount of
$262,013 for the purchase of a heavy rescue vehicle.

Commentary:
On May 24, 2006, the City received one (1) bid for a heavy rescue vehicle. The bld price was
$262,013.00 —see attached bid tabulation.
The Fire Departmemsecured funding forthisvehice barn three differemsources: an Assistance to
Firefighters Grant from federal Homeland Security in the amount of $200,000.00, a $20,000 local
match to the grant from the CWs budget and a $20,000 donation from the Penobscot County
Commissioners. These sources provide a total of $290,0011. W.
The additional $22,013.00 In required funding Is proposed to be appropriated from the fire
equipment reserve a=mt. A separate resolve to Ban affect is included for Brst reading on tonight's
agenda.
On August J, 2006, the Finance Commit[ceapproved the purchxseof the heavy resonevehicle from
Sugarloaf Ambulance/Rescue Vehicles.
This bid award remmmendaDon most be reviewed and approved by the City Council, as R is over
$100,W0.00.

Re: Heavy Rescue Purchase
In April of2W5, the Fine Department applied for Assismareto Firefighters Grant The
application request was for the purchase of a Heavy Reswe. The Heavy Rescue would
replace a 1978 Chevrolet Delivery Van cmrondy in service. The gmnt request for the
Heavy Rescme was for $220,000.00. The Grant required a 10 %match from the City of
Hengor.After notification in late August of 2005 that we received the Greet, the Finance
Committee approved the IO%match of $M,000.00.
In March of 2006, we approached the Penobscot County Commissioners and asked if
they were willing to make a donation towards the purchase of the Heavy Rescue. The
County Commissioners unanimously, approved $20,000.00. This brought the total
available funding to $240,000.00.
Gn May 24, 2006, the single bid for the Heavy Reswe was opened. Sugarloaf
AmbWavice/Rescue Vehicles ofCarrabasset Valley, Maine submitted a bid of
$262,013.00. Then bid mcets or exceeds the specifications for the Heavy Rescue.
Their bid is $22,013.00 above the cument available funding for the purchase of the Heavy
Rescue.
What we are asking is the following:
Approve the bid from SugmioafAmbulance/Rescue Vehicles.
Approve and appropriate the donation form the Penobscot County Commissioners.
Appropriate $22,OI3.00 in additional funding from the Fire Department Reserve
Account.
