Be Itordained by d s City of Bangor, as follows: THAT the zoning boundary lines as established by the Zoning Map of the City of Bangor dated October 28, 1991, as amended, be hereby further amended as follows: By adding the Penjajawoc Marsh Overlay Zone to multiple parcels of land located in between Stillwater Avenue, Kittredge Road, Essex Street and 1-95. Said area being more particularly indicated on Me map attached hereto and made a part hereof. Gould, Planning Officer SUBJECT: Amending Zoning Ordinance Essex Street, Stillwater Avenue, I itlredge Road Council Ordinance 06-188 Please be advised that the Planning Board at Its regularly scheduled meeting on June 6, 2006, held a Public Hearing on the above zone change request. Mr. Jim Ring, City Engineer, reviewed the history of the Penjajawoc Marsh Bangor Mall Overlay District and indicated that this was the last step in implementing the goals and objectives of the Task Force. Several residents within the overlay district had questions as to how they would be affected by the new regulations, if It would impact their property values or tax assessments, or if it would limit the expansion of their homes or accessory structures. Some property owners were unaware that the Overlay District extended to their properties that were somewhat distant to the Penjajawoc Marsh. David Gould, Planning Officer, explained that by and large, the new regulations have the most impact on those property owners who would seek to subdivide their properties and those who had property that directly abutted the Marsh itself. Mr. Gould noted that everyone who was sem a notice was provided a copy of the Overlay District regulations with their notice and were encouraged to call the Planning Office if they had questions. Mr. Gould noted that the work of the Task Force has been presented to the public on numerous occasions before the City Council and Manning Board prior to this map amendment step. After consideration of the lengthy process Involved In the Penjajawoc Marsh Bangor Mall Task Force Report and subsequent Commission recommended Land Development Code amendments, and its consistency with the Comprehensive Plan, the Board voted unanimously to recommend the adoption of the Overlay District as presented to the Cay Council and as indicated In Council Ordinance 06-188.
