Item/Subject ORDER, Authorizing the City Manager to Apply for and Accept a Two-year
Extension to the Health & Welfare Department's Maternal and Child Health
Nursing Grant with the Maine Center for Disease Control.
Responsible Department Health and Welfare
This Is the renewal for the Maternal and Child Health Nursing grant. This grant will continue our
existing three year grant for two additional years from July 1, 2006 —June 30, 2008. This grant
will Provide One Hundred Thirty Three Thousand, Four Hundred Eighty Dollars ($133,480) in
Ponding out of the total Public Health Nursing budget of Four Hundred Sixty Four Thousand, Two
Hundred Dollars ($4(54,200).
The Maternal and Child Health program protides health promotion and supervlslon to high risk
pregnant women and children under 5 years of age. This is done through home visits where
assessments, appropriate intervention, referrals W other providers, and/or in-home education
programs and monitoring are provided. The program also Is a goad source of referrals m the
WIC program. Research has shown that home visits by public health nurses decrease the risk of
low birth weight infants and reduce rates of child abuse and neglect, thereby saving money for
the community as a whole.

Center for Diesease Control. The ad"di conal grant period shall be from July 1, 2906 to June 30,
2008 and the grant shall be in the.annount of $133,980.

The city of Bangor has been providing Public health services to its residents for
approximately of fifty years.
The range of services provided are not simply nursing home visits: Public health nurses
(PHN) are expert in many fields ranging from prenatal and postriand care, childhood
growth and development, immwizations, lead paint poisoning, breastfeeding, domestic
violence, child abuse and neglect, & substance abuse. The health department also fills a
mmunity gap in services by providing travel health and immunizations services as well
as offering childcare health consultant services to various daycare programs. The Bangor
public Heallh Nations are highly regarded and frequently sought after for advice in our
commmdty, and beyond.
The Bangor PHN represent the city on many community boards including:

Services provided:

Sudden infarct death(SMS) follow up
Prenatal leeching evaluation assessment and referral
High risk newborns w/o specialty in methadone and substance addicted newborns.
Recently the Maine CDC has expressed interest in expanding the Bangor Public Health
Department and have subsequently funded and asses®nent towards this process. In
addition the Maine CDC awarded the city with a groat for a health educator whose
primary goal will be to expand and improve immunization rates for children in the

northern five counties. In addition the city received 25,000.00 to be used for emergency
preparedness efforts.
I believe it is essential that the city retain these valuable services for its residents. Public
beahh has long been an mann force affecting the heald of its cifizem, in the wake of
Katrina and on the verge of avian flu, the value of a strong public health system has never
been greater. A system untainted by even the appearence of conflicts of interest is in our
best interest and the best interest of our cifizens.
