The C&ED Staff held a public hearing on February 8, 2006, and the Business and Economic Development Committee held a public hearing at its meoting on May 3, 2006. A copy of the proposed Qty of Bangor 2006/2007 Community Development Black Grant Program for the period July 1, 2006 to June 30, 2002, as recomrnanded by the Business and Economic Development Committee, Is attached. Also attached Is a summary of the City of Bangor 2006 Consolidated! Plan Annual Action Plan for Housing and Community Development. WA $15,000 PLANNING SUBTOTAL $15.000 06 175 City of Bangor Consolidated Plan for Housing and Community Development 2006 Annual Action Plan The Bangor 2006 Consolidated Plan Annual Action Plan presents a coordinated approach to addressing Bonfires housing and community development needs over the five-year period addressed[ by the 2005-2009 Consolidated Plan. The goal of the plan is in utterance economic, Physical and human development in a comprehensive and coordinated fashion so that families and communities can work together and thrive. The Consolidated Plan describes the City's planned use of federal, state and local funds and other housing resources to address the neeis of homeless and low- and moderate -income households and persons in ways that Promote community and individual stability. The 2006 Consolidated Plan Annual Action Plan ivteraates the application, Planning and oil= Participation for Bangor's Community Development Block them ((MBG) program. Ultimately, the Consolidated Play allows the City of Bangor, its citizens, housing and related service providers and citizens, the opportunity to create a unified[ vision for community development actions. The data presented will inform current and Posnepluuing efforts as Bavgm continues toward the development of continuum of housing and services to meet the needs of its residents. * Housing Demand send Needs Assessment- includes housing assistance needs, demand for housing, nature and extent of homelessness, and housing and support needs for populations with special needs. • Housing Mort Analysis - addresses general market conditions, housing affordability and the housing market.
