For the past several years the ACD has been managed by We City Clerk's Office, presemablybecause the City Cleric is responsible forissuingdoglicerses. While the Clerk's office does a greatiob managing the administrative functions ofthe ACD, both Patti and I feel thatthe police department is better silted to manage the enforcement functions performed by dine Animal Control Officer (ACO). 'Ihepolice xoommly deal with the civil process, the disttict atmmey's office, enforcement issues, ate. Qiven that this is unfamiliar territory for the clerk's office, they oar spend an extmordim ay amount of timedealingwththemfm mtpieceofthe ACD. The police deperlment maturely receives calla regarding animals. Dming weekdays calls are generally cloned to the ACO. On evenings and weekends police officers respond to most complaints involving barking dogs, My animals that have been caposed, animals nt distress, M.
