Item/Subject: ORDER, Authorizing the City Manager and/or Airport Director to apply for and accept a
grant from the FAA for AIP 3-23-0005442006 - Construction of Access Drive and
Vehicle Service Road at Bangor Internatlanal Airport.

Commentary: The City wishes to apply for and accept AirportImprovement Project grant funds available
through Me Federal Aviation Administration W construct a new access strive.
This project Involves two separate areas. The first portion, Constructing an Access Drive between Polk
Street and tltah Avenue, will provitle an alternate access point to Me Airport from Maine Avenue. This
alternate route will be used for deliveries, thus providing an alternative m the current access point which
requires that large vehicles travel in front of the terminal building. Providing an alternate exit is also
important if Me security threat level is increased M Code Orange. At Mat point, we are required to
search all vehicles before Mey are allowed within 300 feet of theterminal. Such searches can be difficult
and time consuming in the case of large vehldes. In addition, this new access will allow an'escape'
route for private vehicle operators who do not wish or who decline to be searchetl.
The second pulsion of this project, Constructing a Vehicle Service Road by Whiskey Ramp, is the final
portion of Me perimeter mad system. This system, along with allowing access throughout Airport
Property without the need to cross taxiways or the runway, will also facilitate Airport Perimeter
Inspedons.
Total project costs are estimated to be $821,000, nth Federal funds covering 95% of the cost The State of
Maine will cover 21h% and Airport 21h%. The location dine work is shown on the attached map. -

(TRLE.) Omer, Authorizing the City Manager and/or Airport Director to apply for and
accept a grant from the FAA for AIP 3-23-0005-44-2006 — Construction of Access
Detre and Vehicle Service Road at Barger International Airport.
WHEREAS, The Airport desires to submit an application ro the Federal Aviation Administration
for Airport Improvement Project grant funds to Construct an Access Drive between
Utah Ave and Polk Street at Bangor In emational Airport; and
WHEREAS, The Airport has received from the FAA a notice of allocation as the initial phase of
a grant offer, contingent upon the submittal of a grant application; and
WHEREAS, Federal funds will cover 95% of the cost of the project with an additional 2.5%
coming from the State of Maine and 2.5% from the Airport Revenues.
BER ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
The City Manager and/or Airport Director are authorized to apply for and accept a grant from
the Federal Aviation Administration in the amount of $780,000 to Construct an Access Drive at
Bangor International Airport under Airport Improvement Program (AIP) Project 3-23-0005-44
