Moral Order, Authorizing the Expenditure of $900 in Support of the Camp CaPella —
Rental of Bangor Civic Center for Fund Raising Event

United Cerebral Palsy (UCP) of Northeastern Maine operates a number of programs in our area,
including Camp Capella. CampCaPella provides a number of recreational programs for children with
severe disabilities. Cue to budget constraints,UCP has been forced M dose the Camp for the 2006
season. Unfortunately, there are no other recreational opportunities available for Me population
served by the amp. UCP is conducting fundraising efforts to provide the resources necessary to
open Me Camp In 2002, Tim Sample, a well-known Maine humorist and long-time supporter of
UCP, has agreed to perform in June or July at no cost to benefit Camp Capella. UCP identified the
Bangor Civic Center as Me preferred location to host such an event.
At its March 20, 2006 meeting, Me Finance Committee heard a request from UCP requesting City
supportofMe event for thetotal estimated! costof $1,579. The Committee's final recomm endation,
on a 4l vote, was to protide $9001n support for the rental of the fadlity. Normal rental costs are
$1,100 plus expenses. This will reduce Me cost to $200 plus expenses.

That the expenditure of $900 in existing budgeted funds within the City Council budget is
hereby authorized In support of Camp Capella. The funds will be applied to the rental of the
Bangor Civic Center, where Tim Sample will perform to raise funds for the reopening of the
Camp in 2007.

SPECIAL PROJECTS
Organization Name: United Cerebral Palsy of Northeastern Maine
Amount Requested: $1579
1. Briefly describe the special project or program for which Ponding is requested.
United Cerebral Palsy of Northeastern Maine respectful requests the use of
the Civic Center be accommodate a fundraising event to benefit Camp
Capella. For 45 years Camp Capella has served as a summer recreational
program for children with sever disabilities. Due to the decline in funding for
this program, UCP made the painful decision to close camp for the 2006
season. A campaign to reopen Camp Capella was set in motion is early
January of this year. The community has been supportive, creating special
events to raise money as well as creating awareness about UCP's programs.
Tim Sample, a well-known Maine humorist and long time friend of UCP wants
to help raise money by donating his time and talent to do a show in June or
July. I am requesting the use of the Civic Center on one Friday night in
June/July 2006 to have Tim Sample perform a show to ralse money for Camp
Capella.
2. Please provide information on the number of individuals who will directly
benefit from the project or program, including the number of Bangor
residents.
This fundraising project we are proposing at the Bangor Civic Center will raise
money to serve the Camp Capella program, one of many important programs
offered through United Cerebral Palsy of Northeastern Maine. Camp Capella
serves the Bangor area's most vulnerable population, children and teens
living with disabilities. In 2002-2004, 33% of the campers were Bangor
residents. The remaining campers were from the surrounding Bangor towns
of Brewer and Hampden.
3. Please provide information on the total cost of the project and program and
other sources of funding already available or which are anticipated to be
raised.
Total cost of this project Is $1,579 (Civic Center rental fee $1100, custodial
fee $220, box office fee $225, room divider $10, stage fee $24). There are no
sources of funding available at this time. With seating to accommodate 1000
people and tickets selling for $15 a piece, possible revenue for this project is
$15,000.

4. Specify and, to the extent possible, quantify the benefits which the City of
Bangor or its residents, taken as a whole, may anticipate receiving from the
project or program.
Residents of Bangor have been receiving benefits from UCP programs for
over 50 years. We provide direct therapies along with advocacy, referral and
support to all Bangor residents that have a disability. United Cerebral Palsy
provides services to people with all different kinds of disabilities Including
Autism, mental illness, and to people with intellectual delays. No one is
turned away due to ability to pay.

Upon receipt of this request, it will be forwarded to the members of the City
Council for their review. If, within seven days, three or more members of the
Council indicate that they are interested in considering the request, it will be
forwarded to the Finance Committee for its consideration and recommendation.
If recommended by France, a final decision on funding will be made by the full
City Council. Applicants will be notified of the date and time of the Finance
Committee meeting. If less than three members of the Council Indicate that they
are interested in considering the request, the applicant will be notified that the
request will not be considered.
