1n 2001 the City conveyed a parcel of land, 251V Randolph Drive, to Kevin Monorieff. Said deed
included a restriction prohibiting the owners from constructing any building, structure, road or
parking area on sad parcel. Because of the deed restriction the purchase price was $9,076 kss
than the assessed value.
The current owners, Jeffrey and Debra Kinney, have requested that the City execute a release
of said restriction in consideration of $9,076.
Department Head
This has been reviewed and is racommended by the Finance Committee. Several members of the
Committee expressed concerns that the amount to be paid to the Ciry is insufficient given the Increase In
property and land values since 2001 and have requested additional information which should be available
for Monday's meeting.

WHEREAS, In 2001 the City conveyed a parcel of land251V Randolph Drive to Kevin
Moncrieff, the predecessor in title W Jeffrey and Debra Kinney; and
WHEREAS, said deed Included a restriction prohibiting the owner from constructing any
building, structure, road, or parking area on said parcel; and
WHEREAS, because of the deed restriction, the purchase price wast".400, less than the
assessed value; and
WHEREAS, the current owners, Jeffrey and Debra Kinney, have requested that the City
execute a release of said restd<iton in consideration of 01;obo
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
we City Manager is hereby authorized and directed, on behalf of the City of Bangor, to
execute a release in favor of Jeffrey and Debra Kinney to remove the restriction
contained in the deed from the City to Kevin Moncrieff, the predecessor in title to
Jeffrey and Debra Kinney. for consideration EfY mw�4 The release shall be In a final
form as approved by the Solicitor or Assistant City Solicitor.
