Responsible Department: Code Enforcement Commentary: PUBLIC HEARING REQUIRED. Norumbega Venture Capital, LLC purchased the property at 53 Charles Street In 2003 and, In late 2009, obtained a Building Permit W gut and rehabilitate the property. Work ceased after the building was reduced to a shell. There is no evidence of any sobsltrndal work being performed in the last year. The building has been left gutted and unsecured and has become a blight and a public nuisance. Attached m this Order you will find a variety of documentation regarding the condition of the structure, the debris which has been stored on the lot, and the steps When by the City to attempt bring the property into compliance with our Codes. A public hearing must be held prior to taking action on this order. The City's Cade Enforcement Officer, Dan Wellington, will provide testimony on Me condition of the building and the property. Based on this testimony, as well as that of other partes who may appear, we believe that Me record will supply ample support for a Council finding that it constitutes a dangerous building as defined by Titre 17 of the Maine Revised Statutes.
