Commentary: Last lune, tarry Springer requested tentative developer status for Lwo devempment sites
on Front Street at ft end of Railroad Street and downriver from the Front Street parking Ia. Proposed
were two separate buntings on two Uevelepmem sites. During negofwtiore, Mr. Springer indicated he
needed designated parking Spaces to Satisfy of tenant heads on the upper leve' m his proposed
buildings, which the Cry was unwaling N grant pending revised parking place to accranmadaro his request.
Mr. Springer Is now willing W proceed with the havr of the two buildings without any commitment by the
City to provide designated parking. This Order would grant Mr. Spinger exclusive status as developer of the
sites designated as Parcel 2, whidl is adjacent W the downriver side of the how Front Street parking lot.
Parcel 21s a 27,000 equate foot IM that con accommodate up W a 2 4o Story building with a maximum
foot print of 14,650 SF and a maximum building square footage of 36,600 St. Mr. Springer's proposal Is for a
2 yz story, building with 29,000 SF of building area. The bulling and IN appearance would be slmibr to that
In the Hunter concept plan. The street level would contain a restaurant and perhaps some retail. He would
like N start construction this spring. After the first building is completed (in approximately 18 coombs), he
would like N build the second building, subject to the availability of parking.
This proposed Order would grant Mr. Springer tentative devebper status on Parcel 2 until April 10, 2006.
Until then, the City would deal exclusively with Mr. Springer for development of the site. City staff would
negotiate a devebpment agreement and a more specific proposal for tit Council's considered The
development agreement, if approved by the CLy Council, would ensure that the development would conform
W baiting plans and uses approved by the Business and Economic Development CommMee and that Mr.
Springer has the financial capacity and ability N carry out the development If this proposed Order is

Development Parcel 2
WHEREAS, Larry Springer has proposed M develop a commercial building on the City owned
development parcel located on Front Street adjacent to the downriver side of the
new Front Street parldrg let designated as Parcel 2; and
WHEREAS, Mr. Springer has requested Mat he be designated "tentative developer" of Parcel 2
in order M allow time to prepare a definitive development pmposal and for City
staff to negotiate a proposed development agreement for consideration by the City
Council; and
WHEREAS, the City has granted' ntbmve developer status to potential developers on
various City owned development sates in the pas[, thereby providing the developer
time to prepare a spedRc development proposal for the City CoundIN
consideration and during which time the City agrees ro deal ewJusively with the
designated tentative developer for the purpose for which tentaWe developer
status was granted:
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCD.OF THE CITY OF BANGOR
