Item/Subject: Order, Authorizing Bid Award for Police and Fre Access Control System
Commentary:
On December ], 2005 the City received four (4) proposals for the installation of an Access Control System
at the new Police Department facility and the existing He Department hath ies. The proposed costs
ranged from $288,288 to $948,900 —see attached fabulation of bid amounts. These access control
systems are being funded with Homeland Security grants. The total contract amount will be $258,505.
This amount was negotiated down from the original bid amount of $288,288. This award is con0ngent
upon full funding of the project by the Homeland Security Administration (an additional $38,162). See
attached new from Lt. Ronald Gastia and ACP's "RevlSion #4" for details about the grant funding and
price reduction.
On 3anuary 18, 2006, the Rnance Commitee reviewed and approved the staff recommendation to award
the contract to the low bidder, ACP Engineering of Rainville, CT in the amount of $258,505.50
(contingent upon full funding by Homeland Security).
This bid award recommendation must be reviewed and approved by the City Council as I N

Award the contract to ACP Engineering Inc., of Plainville, CT, the low bidder. These access
control systems for the police and fire departments are being funded with Homeland Security

RE' Access Control Contract
In November 2005, the City of Bangor solicited proposals for access control
systems for both its Police and Fire Departments and a CCN system for the
Police Department. Three proposals were received and the lowest bid was
submitted by ACP Engineering Inc. of Plainville Ct. in the amount of $288,288.00.
Funding for the project was acquired from three separate Homeland Security
grants programs, all of which have been previously brought before the City
Council. The total amounfof the grant awards is $220,343.10. The City
engaged in value engineering with ACP in order to reduce the overall cost of the
systems. The result was a reduction in costs from $288,288.00 to $258,505.00,
a savings of $29,783.00. The balance ($38,161.90) for the systems will be
obtained from Homeland Security funds that are designated for use by the City
but that have not yet been allocated. Maine Emergency Management
Administration has indicated that this project is appropriate for the use of those
unallocated funds.
The Police Department and the Fire Department recommend that a contract be
awarded to ACP Engineering for the amount of $258,505.00 for the purpose of
providing and installing access control and CCN security equipment in the -
Police and Fire Departments.
