Item/Subject: Order, Accepting the Resignations of Carol Epstein and Sandi Ducheme from the
Marsh/Mall Management Commission.

Earlier this year, the Council established the Penjajavroc Marsh/Bangor Mall Management Commission as
the successor to the Task Force that developed a series of recommendations for the Mall/Marsh area.
The Commission is generally charged with implementation of those recommendadons. The members of
the Task Foote were initially appointed to the Commission to assure continuity.
We have recently received resignations from Commission Members Carol Epstein and Sandi Duchesne
This order will accept those resignations. A second order, found elsewhere an tonighCs agenda, will
designate their replacements.

I an writing to notify you of my resignation from the Penjajawoc
MarshBangor Mail Task Force. At this time, my work commitments make
it impossible for me to attend meetings on a regular basis. I would like to
nominate Jacqueline Hewett to serve in my place on the Commission.

It is with mixed exactions that I request to rsci effectiveimmediately,from the Mall-
MarshCommission- Although r My expected m be able to serve our my appomded
tam of office, I recently started a new job in Old Town which will preclude my
examined adeudance and participation. The newjob also presents the potential of real or
perceived conflicts of interest forme, since my company is actively involved with
development projects in and aromrd the Bangor Mall area. It therefore seems appropriate
for me to step down irumediately so that another em ecommanal represemative from the
Penobscot Valley Chapter cam be named to fill my position
I would like to recommend an marillead candidate for the Chy Council to consider
appointing into my vaesatposited. His name is George Elliott, and he is a Bangor
resident. George is a board member of the Penobscot Valley Chapter, and he has
attended almost all of the Stakeholders' Task Force and Mall -Marsh Commission
meetings as a private citizen, so he is already fully up to speed on all of the issues of
concern. He understands the conserems-building atmosphere im which this group
fimctioms, and I carrotth nle of anyone who could do a better job of representing regional
mnenial concerns while fully respecting the needs and desires of the other
participants. George has already expressed his willingness m serve ifappoimed.
Jim, I have greatly enjoyed the oppommityto workwith you and other city sniff onthis
effort, and I wish you and all the other members of the Mall-Mmsh Commission
continued success as you work through difficult but important issues.
