Commentary: Labor negotiations with Aircraft Dispatchers and Weather Observers at BIA have resulted
in a Tentative Agreement between the negotiating committees. This agreement follows the June 30,
2005 expiration of the most recent agreement between the City and the Union. Major points of
significance include: a three-year term, wage adjustments of 2% year one; 2% year two and 3% year
three; minor adjustment W the vacation schedule; indusion of earned [lore off for parl employees;
revisions to the group health insurance plan Induding a new cost sharing formula and other changes
intended Be gradually move employees away from the current older style plans which are offered; and
various other housekeeping charges.
The Dispatcher/Weather Observer unit recently voted m ratly the proposed Tentative Agreement. The
Agreement has been reached within the bargaining guidelines previously established by the City Council,
and a is now ready for your comideradon and acorn. The Agreement is presented with Me
recommendafon of the Management Negotiating Committee (Henry Courtois, Rebecca Hupp and Bob
Jarvis). A copy of the entire agreement vdll be provided under separate rover In the Council packet.

BE IT ORDERED BY THE CRY COUNCIL OF THE CITY OF BANGOR THAT:
the City Manager is hereby authorized to execute a Collective Bargaining Agreement
between the Oty of Bangor and AFSCME Council 93, Local 926 representing Aircraft
Dispatchers/Weather Observers at Bangor international Airport for a term of three years
commencing July 1, 2005 and ending June 30, 2008.
