Item/Subject: ORDER, Authorizing the City Clerk to Cast Ballot for Municipal Review
Committee, Inc. Board of Directors

Annually, three seats on the nine member kard of Directors for the Municipal Remew Committee become
vacant, and paMdpabng MRC Charter communities nominate and elect successor Directors. Fach
Charter community is entitled to vote for one candidate. The MRC is charged with various oversight
responsibilities including representing municipal Interests regarding Me Penobscot Energy Recovery
Company, (PERQWaste-to-Energy facility in Onington. As of this time, Charter municipalities collectively
own approximately 25% of Me facility's limited partnership shares and thus have a financial stake in its
sound operation.
This year there are four rwminees for the Board including incumbents David ChiWm of Rockland and
Dery Keene of W nslow. Restrain nominees include Michael Gomett of -amome and Sophia Wilson of
Brownville. Bangors Assistant City Manager currently serves as a Board member and halls Me posiapri
of Treasurer.
Bangor was contacted on behalf of candidate Wilson from Brownville and asked to consider casting our
ballot for her. The request was partially made on the basis Mat there are currently no MRC Directors
from PisWtaquls County, and, if her candidacy is successful, her election would provide representation
from that area.
At Me November 15, 2005 Government Operations Committee meeting, this Item was discussed and the
Committee recommended Mat Me Citys vote be cast for Ms. Wilson.

David B. Chittim
Nominated by: Town of Rockland
Raised in Maine, David graduated from Northwestern University (BS
1974) and Purdue University (MS 1977) before returning home to
work as a civil engineer. Since 1977, he has held civil and
environmental engineering positions with various consulting firms, the
Maine Public Utilities Commission and an international defense
contractor. In 1993 he was hired as Town Engineer in Lisbon and
remained there nearly eight years before accepting the position of
City Engineer for Rockland in January, 2001. A Maine Registered
Professional Engineer and Licensed Professional Land Surveyor,
David served as the chairman of the Land Surveying Licensing Board
for five years and has typically been active in various civic endeavors.
He has served on the Municipal Review Committee Board for the
past three years. His interest in solid waste extends beyond the
purely technical into the socio-economic and political issues
surrounding this ever-growing concem.

Nominated by: Town of Winslow
Born in Danville Junction Maine, graduated from Edward Little High
School. B.S. and M.S. in Civil Engineering from the University of
Maine. M.S, in Urban and Regional Planning from the University of
Wisconsin. Two years active duty in U.S. Army Corps of Engineers.
Four years in Maine Army National Guard. Worked for Allis
Chalmers, University of Maine, University of Wisconsin, Max.
Anderson Associates (City Planning Consultant), Green Engineering
(Planning and engineering Consultant). Thirty-one years as
Executive' Director for Kennebec Valley Council of
Governments. Retired, June 30, 2001. Active as a volunteer in a
number of community organizations. Elected Trustee of Kennebec
Water District. Member of Winslow Planning Board for more than
thirty years. Involved in regional planning for solid waste
management in Maine since 1970. Member of special planning
committee that negotiated the first and second amended contracts
with PERC. Member of PERC Municipal Review Committee from its
inception until the present except for a one year vacation somewhere
in the middle. Devoted to the concept of long term, environmentally
conscious, law cost solid waste disposal for Maine people and
businesses.

Sophia Leotasakos Wilson
Nominated by: Town of Brownville
Sophia graduated from the University of Maine with a'. Master's
Degree in Public Administration. She worked for several years in
non-profit management before coming to Brownville in 2000. Aside
from Town Manager, she is also the Tax Collector and Treasurer. -
Sophia is currently the President of Penquis Solid Waste Corp. as
well as Piscataquis County Economic Development Corp. She has a
keen interest in rural community development.
