The City of Bangorand Maine Governmental Fadlibes Authority (on behalf of the Stateof Maineludical Branch)
entered into an"Option Agreenentfor Fun:haseand Devebpmentof Excharsle6beetD pmrnt Sl[e8-13aM
the Kenduskeag Plan Parking Area,"dated September 29, 2096, for theconsGURbn da new court facility to be
lowtetl on urban Renewal Patel 6-13 on Exchange Strut. The Development Agreement envisioned that the
State would lease the Kenduskeag Stream Parking Loh, located adjacent W the proposed court facility, for
additional parking.
As was reporWd W the Business and Economic Development Committee at Its most recent meeting, the Qty and
the State are continuing W discuss the terms and conditions ofa proposed lease. The State wide¢ W close on the

lease agreementin place. We antkipate tleat we will be prepared W pesent a final version of the lease W the
Council on Monday and will schedule a pe -meeting at which time we will be able W review It with you. Our
overall goals in this process are W meet the parking and smrly needs of the Court System while preserving the
revenue lbw from this parking resource W the greatest extent possible.

(=E.) Order, Authorizing the City Manager to Execute a Parking lease with the
State of Maine for Kenduskeag Plaza.
BE IT ORDERED BY THE CITY COUNCIL OF THE CRY OF BANGOR TNAT
The City Manager is hereby authorized to execute a wrkJng tease with the State of Maine, the
Maine Governmental Facilities Authority, or the State of Maine Judicial Branch, for the
Kenduskeag Plaza parking lot. The lease shall be designed to maintain approximately the same
revenue sbream that would be generated "a let if it was not leased as a whole. The lease
shall be in a form to be approved by the City Solicitor or Assistant Oty Solicitor.
