Commentary:
The City is required to hold pudic hearings before adopting the FY 2007 Consolidated Housing and
Community Development Plan. The Business & Economic Development Conmittee held bee public
hearings at Its meetings of March 21, 2007 and May 9, 2007.
A copy of the Proposed! City of Bangor 2007/2008 Community Development Block Gmm Program for the
period July 1, 2007 to lune 30, 2008, as recommended by the Business & Economic Development
Committee, is attached. Also attached Is a summary of the City of Bangor 2007 Consolidated Plan Annual
Acton Plan for Housing and Community Development.

(TITLE.) ORDER, Authorization to Execute and File a Final Consolidated Housing and
Community Development Plan for Community Development Entitlement
Funds under Tide I of the Housing and Community Development Act of
1974
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the City Council of Bangor, as the local governing body, hereby authorizes and directs the City
Manager to submit to and file with the Department of Housing and Urban Development a
Consolidated Housing and Community Development Plan for Community Development Nock
Gant Entitlement Funds as provided for In Tithe I of the Housing and Community Developmant
Act of 1974, as amended, a copy of which is on file in the Office of Me City Berk; to provide
such additional information and furnish such documents as may be required by the Department
of Housing and Urban Development to execute such contract or contracts as may be recessary
for the entitlement grant to be receival; and to execute and file requisitions for funds.

Consolidated Plan for Housing and Community Development
2007 Annual Action Plan
T➢me Bangor 2007 Consolidated Plan Annual Action Plan presents a coordinated
approach to addressing Bangor's housing and community developmem needs over the five-year
period addressed by the 2005-2009 Consolidated Plan. The goal of life plan is to integrate
ecanounic, physical and human development in a comprehensive and coordinated fashion so that
families and communities can wort together and drove.
The Consolidated Plan describes the City's planned use of federal, site and local finds
and other housing resources to address the needs of homeless and low- and moderate -income
households and persons in ways that promote community and individual stability.
The 200 Consolidated Plan Armed Action Plan Waimea the application, planning and
citizen participation for Sensors Community Development Block Grant (CDBG) Program.
Ultimately, the Consolidated Plan allows the City ofBangm, its citizens, and housing and
rended service providers, the opportunity to create a unified vision for community development
actions. The 2007 Bangor Consolidated Plan Annual Action Plan, as required by the U.S.
Department of Housing end Urban Development must primarily benefit low- and monsoon -
income persons in accordance with the following major goals:
' Provide decant horsing. Assist homeless persons to, obtain affmdablc
housing; stain the affordable housing stock, increase the availability of
permanent housing that is affordable to low-income housdmlds; and increase
supportive housing that includes structural features and services in enable Parsons
with special needs to live in dignity.
' Provide a suitable living anvironmant. Improve the safety and livability of
neighborhoods; increase access to quality facilities and services; reduce the
isolation of income groups within same by deconcennating housing opportunities
and revitalizing deteriorating neighborhoods; restore and preserve refund aM
physical features of special value for historic, atehitecnual, in aesthetic reasons;
and concaving energy resources.
+ Expand economic opportunities. Within this goal are creatingjobs iccessibleto
low- andvery low-income persons; providing banding f community
development that promotes long-term economic and social viability, and
ormovering low- and very low-income persons in federally assisted and public
housing to achieve eelf-sufficiency.

Hoosing, Service and Homeless Needs Assessment: Includes bousing and population
chamc[eristics for Bangor and as residents and identifies housing and bunco services needs. The
data presented will hater curer and future platting effets as Bangor orenows toward the
development of a continuum of housing and services to meet the needs of its residents.

demand for housing, nature and extent of homelessness, and housing and support
needs for populations with special needs.

affordability and the housing market.

human development, a summary of federal, state, local and private resources relative to the
