On November 14, 2006, a vehicle in which Ryan Orton was a passenger was stopped on the Odlin Read in
Bangor by a Bangor Police Officer. During the stop, the officer teamed that there was an outstanding arrest
warrant for Mr. Orion, and he was taken into custody. A search of Mr, Orton and the vehicle that he
occupied yielded a bag containing marijuana and a bundle of cash in the amount of $2,225 in U.S. Currency.
Mr. Orton was Narged with trafficking in marijuana and the money was seizeA as it was determined to be
proceeds from the sale of the marijuana.

NOW COMES the City of Bangor, Maine, by and though its legislative body, the
Bangor City Council, and does hereby grant approval pursuant to 15 M.R.&A. §§
5824(3) & 5826(6) to the transfer the above captioned Defendant In Rem, namely, Two
Thousand, Two Hundred Twenty -Five ($2,225.00) U.S. Curtency, on the grounds that
the City of Bangor Police Department did make a substantial contribution to the
investigation of this or a related criminal case.
WHEREFORE, the Bangor, Maine City Council does hereby approve of the
transfer of the Defendant In Rem, namely, Two Thousand, Two Hundred Twenty -Five
($2,225.00) U.S. Currency by vote of the Bangor City Council on or about
