Commentary:
nis Is a companion to the order dlrecling the installation of a raised Crosswalk and a [raffle
island/diverter on Howard Street. It would direct staff to Implement a right in/right out system at
Howard and State. This recommendation comes font as the recommendation of the traffic
consultant hired by the City to review the traffic concerns "pressed oy Howard Street residents and
the Impact of am/ Changes on traffic on surrounding streets.
The consultantmadethis recommendation be, first, address Me high crash frequencyatHoward and
State. Ten accidents were reported at this intersection during the three-year period from 2003 to
2005. Elghtof these were rear -end accidents with six immlAng vehicles eastbound on State Street
rear -ending vehicles malting a left hand turn from State onto Howard. Second, a left-hand
prohibition at this Intersection should have a positive Impact on the volume of through traffic on
Howard Street. Here again, this option was discussed at the neighborhood meeting and was
Included In the questionnaire. While a plurality ofrespondents; (49%) favored this recommendation,
it should be noted that the residents of middle Howard were strurgly in favor (74%) while residents
of other streets opposed this recommeiMation (65%). A similar recommendation from renderAs of
Howard Street to prohibit left turns from Garland once Howard was opposed by a majority of all of
these who reWrtcetl a questionnaire, with mkldle Howard residents favoring this option (59%) while
others were strongly opposed (89%),
At its most recent discussion, the Transportation and Infrastructure Committeetook no position on
the recommendation W restrict leRtums at Howard and State and requested that a separate order
to Implement this option be presented tothe full Council. This order would direct stafftoimplement
left tum restrictions at State and Howard.

CITY OF BANGOR
(TITLE.) Order, Directing dry Staff to Implement left Tum Restrictions at State and Howard
Streets.
WHEREAS, representatives of Howard Street have approached the City and requested that
action be taken to address the speed and volume of traffic on this street; and
WHEREAS, subsequent to this request, the Cly engaged a private consultant to undertake a
traffic study In the Howard Street area and to develop recommendations that the
Cry might implement; and
WHEREAS, the results of this traffic study were made available to the pudic and served as the
bass for a neighborhaod meeting to which residents of Howard and other
neighboring residential streets were looted; and
WHEREAS, at that meeting residents wee asked to comment an the options presented by the
traffic consultant as well as other options suggested by representatives of Howard
Street and were provided viM an opportunity to respond to a questionnaire
designed to elict their opinions; and
WHEREAS, based on the results of the traffic study and the opinions expressed by
representatives of Howard and surrounding streets, certain actions to address trafRc..
concerns are appropropdate;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF WE CITY OF BANGOR
THAT
City staff Is hereby authorized to begin the process of implementing a no left hand turn system
at the intersection of Howard and State Streets, subject to Cty Coundl appmpdation of
necessary funds. Once funded, the required Improvements shall be installed as soon as
practicable and City staff is fuller directed to repot back to the Traffic and Infrastructure
Committee on the effect of this change after It has been In piece for a six month period.

WHEREAS, representatives of Howard Street have approached the City and requested that action be
taken to address the speed and volume of traffic on this street; and
WHEREAS, subsequent to this request, the City engaged a private consultant W undertake a traffic
study in the Howard Street area and to develop recommendations that she City might
Implement, and
WHEREAS, the result of this traffic study were made available to the public and served as the basis for
a neighborhood mewing to which residents of Howard and other neighboring residential
Meets were invited; and
WHEREAS, at that meeting residents were asked to comment on the options presented by the traffic
consultant as well as other options suggested by representatives of Howard Street and were
provided wfth an opportunity ro respond to a questionnaire designed to elicit their opinions;
and
WHEREAS, based on Me results of the traffic: Sol and Me opinions expressed by representatives of
Howard and surrounding streets, certain Mons to address traffic concerns are
appropropriate;
NOW, THEREFORE, BE IT ORDERED BY THE CM COUNCIL OF THE CITY OF BANGOR MAT
City staff is hereby directed to begin the process; of implementing a me left hand turn system at the
intersection of Howard and State Streets. The required Improvements stall be installed on a temporary
basis as soon as practicable and shall remain in place for six months after the date net the no left
hand turn systan is implemented. City staff is further directed to report back to the Traffic and
Intrastmcmre Committee on the effect of this Mange wfficiernty In advance of the end of Mis six
month pernod to allow the Committee and Council to determine whether due restriction should remain
In place. Absent Council action ro extend this restriction or make it permanent, Me temporary
improvements shall be removed.
