The attached order would award a contract to RITEC for the purchase and installation of a
wireless broadband mobile data system. Currently, the Penobscot County taw Enforcement
System (KC ) and State motor vehicle (DMV) records can only be accessed from computers
locatetl within the Police and Sm Departments. This data system will allow public safety officers
N access these databases (and others that may be added) and complete reporting requirements
directly from their vehicles. This provides a number of advantages includingenhanced
responder safety by insuring that our employees have the necessary data at their fingertips in
the field, improved efficiency by allowing reports to be entered without returning to the stations,
and greater visibility in the community by Increasing the time spend in Ne field.
Past attempts by the City to implement these capabilities have failed due to existing cellular
technology in the area. In addition, the use of existing cellular service wouldrequire a momhly
per unit charge that would be In the $20,000 per year range. The proposed system would not
rely on cellular phone technology, but will build upon the City's edstlng fiber optic network.
Wireless Access points will be located a[ high points widnin the City. These access points will be
connected W the City's fiber optic network to provide access N the necessary databases. The
City is in the unique position of having fiber optic available throughout the City, thus allowing us
a choice as to how to access this information.
On February 5, 2007 the Finance Committee reviewed and approved the staff recommendation
N award the contract to RFFEC in an amount not exceed $523,161. This pmject will be 100%
funded by federal grants. This bid award recommendation must be reviewed and approved by
the City Coundl as it is over $100,000.

The City recmly requested proposals for the purchase sed installation of a wireless broadband
mobile data system. With the purchase of this system, computers will be placed in Police and
Fire Department vehicles and will allow personnel to gain remote access of essential data from
Dispatch and some Some law Immurement dam bases. While other agencies explore or use
other system options m attain mobile dam connectivity in vehicles, this system will be
privately owned by the City, thereby eliminating typical recurring costs while also eliminating
potential overloads experienced by cellular services at peak haffnc periods. This system will
also allow full control by City personnel and is expandable for fumes needs. The systems
infrastructure will be available m other agencies and municipalities Por mobile dam
connectivity, thereby "partial the City's commitment to interoperability. Funding for this
project is being provided by a Homeland Security grant.
The RFP resulted in the submission of two proposals. When the proposals were evaluated, the
one from Cellco Partnership d/b/a Verizon Wireless was found to he an "alternative" system
to that which was requested, and was eliminated as insufficient for the needs of the City.
Specifically, cellular technology was proposed, which fair to meet the needs of the City on
two previous occasions.
A proposal that was submitted by RITEC for a system manufactured by Microwave Dam
Systeme Inc. met the criteria identified in the RFP. Ril cost proposal for this system is
$424,166.00. In addition to MEC's initial proposal, RITEC was requested on submit a
Proposal, as an option, for supplying equipment and installation to interface with the City's
fiber optic back -hand (method of connectivity). RITEC's proposed cost for that option is
$98,995.00. RITEC's proposed rural project cost is therefore $523,161.00.
Ager evaluating UPEC's proposal, members of the Fire Department, Police Department and
Information Services visited the City of ICins mn, N.C. to attain a first-hand look at, and to
evaluate a working system. Police Chief Scotty Hill, and other members of the Kinston Police
and Fire Departments were interviewed aM gave extremely positive feedback regarding the
MDS system, and highly recommended the system for our purposes.
While the project is tum -key, the installation of the fiber optic cable is the responsibility of the
City. The fiber optic cable which will be installed prior to the completion of the project, will
be funded through an Interoperable Communticetions Tech rolgy Grant previously authorized
and accepted by the City. Additionally, the purchase of hitting computers for vehicles of the
Police and Fire Departments will be fusion through Homeland Security funding.
After carefully reviewing RITEC's proposal, meeting with RITEC representatives m establish
their ability to med City requirements, obtaining independent information regarding the
reliability and apptopriamess of the MDS system, verifying that it will meet the current axt
furore needs of the City, and insuring compatibility with other essential systems correctly in
use, the Police Department and Fire Departmem respectfully recommeM the approval of the
proposal submitted by RITEC in the amount of $523,161.00.
