An annual Camp Fair, sponsored by Camp Bangor, allows students and their families the opportunity to review many different camp options a[ one time. The program also holds an annual Citywide Clean Up in which a majority of Bangor Oty parks are cleaiced by children who receive Nese scholarships. City support for this Program has been an Important element of to Ubra Foundation's continuing involvement. Last year, more tan 800 Bangor residents and other local families attended the Camp Fair. Over 300 children and parents participated in Me citywide cleanup. Last year, the Ubra Foundation distributed in excess of $700,000 on behalf of more tan 830 Bangor students trough summer amp scholarships. Of tat amwn4 half went directly m Bangor organizations. The Oty has provided financial support to this program in to past, including to purchase of t- shirtsforampersforanumberofyears. Perihe Council's Wshes,the United Way,te program's organizer, has contained funding directly from Ubra for the t shirts tis year. Upon review of to request and much discussion, and citing the desire to reduce expenses, a motion was made and seconded to not provide to support. Councilors Allen and Blanchette voted In favor of to motion, and Councilors D lco and Stone voted against to motion. In accordance with the CiWs Funding of Non -Profit Organizations policy, a questionnaire was sent to the United Way asking for specific information related to this request and their response is attached. In order for this process to continue, I will need to hear from at least three Councilors, who support consideration of this request by December 29m, 2006. If there is not sufficient support, the United Way will be informed that their request can not be considered at this time. Below is the criteria employed by the Finance Committee to evaluate such requests; 3.4.1 The extent to which city support b evedid for the program or project to take place. SuppoR should generally be provided only in iretanot where it is car Is antidpated to bei essential for the pmlect or program to OIXYr. 3.4.2 The benefit whim the City or it residents will receive. Based upon the information provided and the historical sentiment of the Council as it relates to the funding of this event, this request does appear to meet our criteria for funding. The Camp Bangor program funded by the Libra Foundation makes $800 of scholarship money available to every Bangor student entering 4o, 5u', and $1,000 to those entering 6d and 70 grade. United Way administers the program and the Libra Foundation funds the scholarships. United Way has been successful in obtaining sponso ship(s) to fund the cost of the T-shirt, but me foundation looks for local Involvement. Last year, more than 800 Bangor residents and other families from surrounding Communities attended the Camp Fair. During the summer Of 2006, 838 (sot of those eligible - up 4% from last year)- Bangorchildren to grades 3-6 registered for -e camp using their Camp Bangor Scholarship. The program also engaged More than 300 children and parents on a windy May day in cleaning 15 city Forks and achoolyards as part 02 the Citywide Cleanup and barbecue. Most impressive is that the program distributed m ore than $700,000 into Maine's economy, almost half of that directed to Bangor organizations including the Bangor Parks and Recreation program, HUsson College, the Maine Discovery Museum, Penobscot Theatre, The Bangor Y, and Penobscot valley School of Gymnastics. 3. Please provide information on the total cost of the project and program andother sourceof funding already available or which are anticipated to be raised. The Libra Foundation provides the funding for the scholarship Program and a percentage at the administrative coats with in-kind support from the United pay. Last year, the City of Bangor supported the Camp Bangor Fair by paying $1,000 toward the rental fee of the civic enter. Although United Bay Charges a fee to camps for booth rentals, it is necessary to u much of these funds to offset other expenses of the program. year, The City of Bangor also sponsored the Citywide Cleanup (gee attached budget). This event is truly aunity wide supported event. Bangor Beautiful donates trash bags and gloves for the Cleanup. Pepsi Bottling company in Hampden donates all of the beverages and other organisations discount many of the item, needed. Penobscot SobCOzps students help prepare food and serve at the Barbecue. This year, we ask the City of Bangor to continue supporting the Camp Bangor Fair with the $1,000 Contribution toward the rental Of the Civic Center. We also request continued funding for the City Nide Clean Up 4 Barbecue eetlmated at $580.00. These funding requests not only help us to cover costa associated with administering Camp Bangor, but also demonstrate to The Libra Foundation the appreciation and Support of the City of Bangor. 4. Principals and teachers report that the program has been a useful tool to motivate students. many parents have told us .that their child returns from camp with a new maturity. The City of Bangor Housing Department ban also applauded the program for engaging youth who might otherwise be causing damage or engaging in other delinquent behaviors. The camp Fair provides a fun, interactive, indoor wintertime activity for local families. It also provides an opportunity for all parents in Bangor to learn more about available summer Program options and youth serving organizations in our area. 5. In to purchasing Camp Bangor t -shirts, the grant enabled us to hire Margaret Clancey, a recently retired 6`h grade teacher from Jame, F. Doughty School. Margaret worked part time March through August providing extra support to Camp Bangor families. As a Ault of bar effort, we Saw a 44 increase in children using their scholarships to attend summer amps • 198 camp Bangor students received extra support, compared to 99 students in 2005. • Out of the 198 students receiving extra Support, 92 registered With Camps, compared to 61 in 2005. Extra support included initial and ongoing contact by Camp Bangor, follow-up help with applications, one- n -one meetings with parents (through both office and at-home visits), arrangement of medical physicals, coordination of transportation and other camp -related details. Many of the families Margaret Clancy worked with required regular contact, intensive follow up and ongoing support. A total of 944 students received Camp Bangor / Bangor Rotary t -shirts. I was asked by the social worker at the James F. Doughty school to help out a Chinese family with two buys. The Parente run a Chinese restaurant and work very long hours. The boys spend most of their time at the restaurant when they are not in school. It w as Obvious that the Camp Bangor program would be a good fit for them during the summer. There were obstacles to overcome ve come mostly . around the long hours Of work and the lack of medical care for the family in this area. They would often go to New York if they could for medical assistance Or ven back to China if n ary s for treatment. 80 something a simple as an ofEice visit for a camp physical was a challenge The parents were very appreciative of the help and attention that we re giving them to enable their boys to go to camp. However, Sunday was the only day they could manage a doctor's visit and there are not many doctors' offices available on Sunday for Physicals. PCNC was more than accommodating in this regard and allowed them to come on Sunday for the physicals. The Bangor Children's Fund paid for the physicals and again the parent, were most appreciative. _ While most of my dealings were with the mother, one day I went to the restaurant and the boys were there. The older o, immediately got up. from his neat, came to me and said,"My Brother says that you are the one that is doing all the work so that w an go to camp. Thank you.- And at that point he shook my hand. Ihad case unannounced, ,0 1 am sure this gesture was genine and from the heart ot a twelve year old, ince his parents would not /a1 Camp Bangor Slumiary Report zoos 07 072 have had time to coach him in the proper way to thank me If all else is in vain, on that day I knew that my position had validity and that there were families who needed and appreciated the effort involved in getting their children to camp. In total r visited this family f 's n times at their restaurant. a Each time I was given a bottle owater, since that was what I had chosen on the first visit when offered something to drink. Each time I came away knowing that this was a family that deeply appreciated the work and generosity of the Libra Foundation and camp Bangor in making summer camp possible for their two boys. Family #S, Another family had two little girls in third grade. I had been asked early on to meet with the mother, but I could not get in touch with her. eventually w connected, and I e realized that she w extremely shy, bucared very much that her daughters attend camp. She made sure her sister was there when I met with her the first time and I thick that w wise decision. Teachers at her daughters, school had encouraged her to send them to a camp for artistically -talented children. She wasv ery pleased that the teachers had acknowledged the special capabilities of her children. We made the decision to send them to windover Arts Center for two weeks and left the door open to Other camp experiences if the opportunity arose. Generally, non- profit organizations do not pay property taxes, and the City meets its obligations to these agencies through the provision of standard municipal services. From time to time, the City also recelves requests for support From such organizations for special Projects or purposes. Haze again, it is the general policy of the City to not provide such support unless an overriding municipal interest is involved and the conditions specified below are met. 3.0 PROCEDURES FOR PROCESSING REQUESTS 3.1 Operating Requests When a request for general operating assistance Is received from a non- profit organization, the City Manager Is authorized to respond to that request with a standard form letter indicating the City's policy as outlined above. 3.2 Special Project Requests Should d request be contemplated for a special project or program, the requesting organization must provide the following information to the City Manager's Office: 3.2.1 A brief description of the special project or program; 3.2.2 Information on the number of individuals who will directly benefit from the project or program, incuding the number who are Bangor residents; 3.2.3 The total cost of the project or "ram and other sources of funding already available or which are anticipated to be raised; j(6 07 072 01-300 3.2.4 The benefits which the City of Bangor or its residents, taken as a whole, may anticipate receiving from the project or program; - 3.2.5 The amount of funding requested. 3.2.6 Such other Information as may be deemed useful in addressing the criteria and guidelines outlined in Section 3.4 below. The City Manager or his/her designee shall provide requesting organizations a Standardized form or application format to insure that the necessary information is available m the Council 3.3 Procedure for Processing Requests 3.3.1 .Upon recelpt, the City Manager shall forward the request to the members of the City Council with a request that those members of the Council interested in formally considering the request indicate that interest within seven calendar days. 3.3.2 A request for funding will be forwarded to the Finance Committee only In Instances where three or more Councilors request that funding be considered. 3.3.3 Should three or more Councilors not request consideration within seven calendar days, the Qty Manger shall respond to the questioning organization In writing informing them that the request will not be considered by the Qty Council. 3.4 Finance Committee Consideration Should the request be scheduled for Finance Committee consideration, the Committee will evaluate the request based on the following criteda: 3.4.1 The extent to which City support Is essential for the program or Project to take place. Support should generally be provided only in Instances where it Is or is anticipated to be essential for the project or program to occur. - 3.A2 The benegt which the City or its residents will receive. This should Include an evaluation of the need for the program and project an Its anticipated Immediate and long-term Impact 3.4.3' The number of City of Bangor residents to be directly benefited. The extent to which the program or project is open or available to the largest possible number of the class or targeted benencianes should be taken Into acetum. Programs or projects which benefit small or select numbers of Individuals shall generally be denied .funding. 07 07[ 01-300 3.4.4 The extent to which the Program or Project will further the goals, Objectives, and priorities of the City. The Council should evaluate the extent to which the program or project specifically addresses an established Council goal, objective, or priority. In addition, consideration will be given to whether and the extent to which the program or project can be reasonably expected to reduce the demand for City services or direct expenditures. 3.5 Council Approval - Should the Finance Commlttee recommend City support for the program or Project, the Committee shall recommend a source of funding and an item shall be placed on the City Council agenda. - The final decision will be made by the full City Council at the point where It approves or disapproves of the necessary funding. 4.0 D(CEPTIONS AND CLARIFICATIONS 4.1 Traditionally Funded Requests The City Council has traditionally funded the following organizations and programs as an element of the annual budget process and may continue to do s:. 4.1.1 4v' of July Corporation 4.1.2 Bangor Convention and visitors Bureau . 4.1.3 Private School Transportation, Books, and Testing Materials 4.1.4 -Bangor Public Library 4.1.5 Maine Shakespeare festival 4.1.6 East/West Highway Association 4.2 Purchase of Goods and Services Nothing In the policy shall be construed s as to limit the ability of the City of Bangor to purchase goods or contract for services from non-profit agencies. - 4.3 -Memberships Nothing In this policy shall be construed so as to limit the ability of the City of Bangor to participate in membership organizations such as the Maine Municipal Association or National League of Cities or to provide financial support. to non-profit agencies working 1l2 07 072 01-300 specifically on City of Bangor legislative or programmatic Issues where such support either direcNy supplements or replaces staff efforts or the eRuris of mntc d- for pofr agencies. 4.4 In -Kind Support - The City Manager Is authorized to provide In-kind services or Support to specific projects or programs sponsoredby non-profit agencies where: 4.4.1 Such projects or programs meet the intent of this policy; 4.4.2 Edstng City staff and resources are available for the purposes requested and on be provided within authorized budget levels; 4.4.3 The total anticipatedsupport costs are not anticipated to exceed $5,000; 4.4.4 The provision of such support will not violate any other administrative policy, rule, or regulation governing City operations; and 4.4.5 The Manager finds that the support provided is in the general Interest of the citizens of Bangor. 5.0 RESPONSIBILi1Y FOR REVIEW The City Manager shall review this policy as necessary and recommend such changes as may be appropriate to the full Council.
