The BASWG member communities are Bangor, Brewer, Hampden, Veale, Oran, Old Town, Milford,

BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
$75,459 in State of Maine Department of Administrative and Financial Services funds
granted to the Bangor Area Storm Water Group, Inc, through the Fund for the Efficient
Delivery of Local and Regional Services Program are hereby accepted for the purpose of
regional collaborative implementation of certain Stommva[er Regulations.

The Bangor Area Store Water Group (BASWG) first met informally in October 2003 as a
way to provide mutual support to address new storm water regulations in the Bangor
Urbanized Area The BASWG has continued to meet on a monthly basis since that time
in ober W develop cost-saving regional initiatives for stortmvater pollution prevention. In
2004, the El was awarded a Planning Grant tom the Fund for the Effich nt
Delivery of Local and Regional Services. This grant enabled the group to move from
discussion and bask cooperative efforts to true collaboration where the outcomes have
been of higher quality, greater quantity and at much lower cost to each municipality than
each would have been able to achieve independently. During Me planning grant period,
Me BASWG Incorporated, developed! a strategic plan, and completed more than ten
highly successful joint poisons. Over the last 18 months, the regional collaborative has
saved munidpal tax payers in the Bangor Urbanized Area a minimum of $73,968 in
direct costs and much more In less tangible cost savings.
This Coope afive Services Grant will continue to enhance Me ability of thus BASWG's
municipalities to collaboratively meet the Maine Pollutant Discharge Elimination System
(MERCIES) Stormweter Phase II unfunded mandate. The grant will enable the BASWG
W implement portions of its strategic plan much moo cost-effectively than would be
possible without this support. This protect will result in a number of critical outcomes,
including the development of a sat of regional recommendations to Maine DEP Met limit
property tax needs for Phase II Implementation within the Bangor Urbanized Area;
regionally -coordinated combustor management plans Mat cooperatively meet MEPDES
geneml permit requirements; a BASWGhosted roundtable discussion among Maine's
four slormwater collaborators (to share successful pilot programs, lessors learned and
identify opportunities to save tax dollars through statewide collaboration); regional
research and piloting of stomrwater tools and technologies to determine Me short- and
long-term costs and berregts of options; shared technical training for municipal staff; and
a drastic reduction of mandatory municipal stornwater system mapping costs through a
coordinated mapping internship program.
The project will also increase public access W act involvement In municipal and regbnal
efforts to implement the MEPDES requirements. The related outcomes will include a
shared web presence for the BASWG on Me existing Maine stormwater website (Me
EPA Award-winning ThinkBlueMaine.org website); citizen feedback about curent
attitudes and mhaWers relating to slormwater in Me region, useful information from
stakeholders regarding Meir preferences for methods to meet requirements, and
opportunities to engage Mom in planning and Implementation. The grant will also help
support the development of transferable evaluation mechanisms for stomnvater
management projects and the tremlation of the groups successes into documented
models far use by others within this stste and nation. Finally, this project significantly
increases BASWG amass external funds through the advancement of the group from
basic incorporation to IRS 501(c)(3) nonprofit status, allowing specific mets to be offset
through foundation giants and conscious for which bob the individual entities and Me
collaboration as a whole are currently Ineligible.
Funds from this Fund for the Efficient Delivery of local and Regional Servicoa
Cooperative Services Grant will be complemented by ongoing municipal support
(outlined in Pati 5), external grants and contracts, and new sources of funding Mat may
in part be leveraged by this grams.
