Hammond Street and Maine Avenue
Council Ordinance 07-68
Please be advised that the Planning Board at its regularly scheduled meeting on
February 6, 2007, held a Public Hearing on me above zone change request.
Mr. David G. Gould, Planning Officer, explained that the City was requesting
rezoning of 38 acres of land in the Maine Business Enterprise Park. Mr. Gould noted this
initiative started prior to the Comprehensive Plan Update with the Intent of providing a
new zoning district for Maine Business Enterprise Park. The park has developed into a
very high value office park and the new district seeks to maintain and enhance the
businesses there In a campus like setting. Mr. Gould noted once the business park has a
district of its own, updates can begin on the Industry and Service District without
concern of its impact on the business park.
Planning Board members asked why some areas were not included and If the
new district would create any nonconformldes or nonconforming uses In the park.
Mr. Gould noted some properties such as Bangor Savings Bank on Hammond
Street are not in the Business Park and the land recently acquired from the University
has three buildings on ane lot and would not fit Into the Technology 6 Service District
standards. Mr. Gould noted while no specific analysis of existing sites was made, the
District was designed around existing uses. Certainly none of the existing
establishments would be nonconforming uses.
After consideration of the proposed land use in the Comprehensive Plan and the
Intent of the Economic Development Staff to create an improved district for Maine
Business Enterprise Park, the Board voted unanimously to recommend the proposed
zone change to the City Council as indicated in Council Ordinance 07-068.
