Commentary: Volunteers of America Is proposing to acquire Me former CapR l AmbuWnce parcel on
Harlow Street, demolish the existing building, and construct 58 new units M affordable senior housing.
As part of his development plan, VOA has requested to purchase 60 Curve Street from the dry to add M
IN development parte. While not absolutely necessary, Me addition of 60 Curve Street will give VOA
more Flexibility M situate the building and provide a buffer zone from neighboring properties. The City
acquired 60 Curve Street In 2001 when we cleared a large number of blighted structures. The lot is 94
feet wide by 81 feet deep and Mo small to be a buildable Iso. Additionally, the landlocked property
behind 60 Curve Street has a driveway easement across the lot. The Ory also owns the adjacent 66
Ogre Street (lot 20). Together, Me two lots have sufficient width and area to create a buildable, but
non -conforming, lot. Given efforts to reduce density in this area, we do not recommend that Mese as be
combined
Staff supports selling 60 Curve Strcet to VOA, subject to the affordable housing project going forward.
We also recommend making 66 Curve Street available to the tom adjacent properms to reduce their
nonanformides and to give Ia 23A street frontage and a place for an on -premise driveway. If neither
property owner is interested in acquiring the panel, staff recommends crashing it to VOA.
At the Prance Committee meeting, a reyresentatWe of VOA requested that the City consider contributing 60
Curve Street t0 them. This would Increase their projects score in as efforts M obtain a grant from HUD.
GNen the relatively lowvalue of the lotand Me benefits asoh fated with this project, the Finance Committee
recommended, by a 41 vote, that the property be donated subject M a requirement that Me project be
constructed. The attached Order would authorize this donation and authorize staff to eitherdiAde66 Curve
Street between the neighboring properties or, If they are not interested to sell Ittothe Volunteers ofAmerlm

Curve Street to Volunteers of America andjor Neighboring Property Owners.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CIN OF BANGOR
THAT:
Edward A. Barrett, City Manager, is hereby authorized to execute a quitclaim deed to 60
Cum Street ro Volunteers of America as a donation of this property to Volunteers of
America contingent upon their senior housing plan at this location going forward.
BE R FURTHER ORDERED THAT ..
Edward A. Barrett, City Managep5s hereby authorized to divide all or part of 66 Curve
Street between the acUacent property owners or, if they are not interested, sell all or
part of 66 Curve Street to Volunteers of America contingent upon Volunteers of
America's affordable senior housing plan going forward. Regardless of the eventual
owner, the sales price of the property shall be $5,900, said price W be prorated should
the property be sold to more than one parry.
