Since its inception, Bangor halls has worked towartl this goal by engaging In an extensive public outreach effort and involving numerous groups and individuals from Bangor and surrounding communities In this effort. On September 16, 2008, Bangor Tails presented a report to the Transportation and Infrastructure Committee summarizing it work m date. The report includes 18 primary hails or trail segments along with a rating sale that identifies the priority of each of them. The report also Outlines the additional tasks necessary to continue the planning and implementation effort. The Transportation and Infrastructure Committee recommends that the report he accepted by the City Council and directed to the Planning Board, the Special Committee on Comprehensive Planning, and the Parl¢ and Recreation Advisory Committee for their review and consideration. The attached order also directs staff to assist these groups in an effort to incorporate a tail plan in the cat's comprehensive plan and m support them In reviewing the Cltys Ono D opment Que with the goal of implementing such a plan. Order, Accepting the Bangor Trails Report of September 16, 2008 WHEREAS, the City of Bangor, Bangor land Trust, and Keep Bangor Beautiful, collectively "Bangor Trails," are working cooperatively to develop, coreWU, and maintain a city-wide trail system; and WHEREAS, the City's 2005 Comprehensive Plan Update indicated that Bangor Trails along with order interested parties and property ovmers should undertake a concerted effort to establish a bicycle and pedestrian system plan; and WHEREAS, developing a cpnprehensive troll system entails Identifying trails to be developed, determining the order and priority in which they are to be created or improved; consfnrctlng and improving trails, and, finally, maintaining developed trails; and WHEREAS, in a report dated September 16, 2008, Bangor Trails describes the hails and pall segments to be developed along with ranking them in order of priority for development; and WHEREAS, this report was developed through the efforts and participation of many groups and individuals, including an extensive public outreach and pardcipat on process; and WHEREAS, this plan will f girrthe basis for future efforts to implement a dry -wide trail system Including fuNLg' planning and coordination, incorporating tails into the City§ Campre henslwbPlan and Land Use Ordinances, and constructing and maintaining trails; and WHEREAS, a city-wide 4 system will provide numerous public benefits by connecting: Mentis and family members through the shared use of trails and the outdoor experience; nEighbothoods within the City; individuals with the emlanment; ecorgmrc development and quality of life; and many others; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CM OF BANGOR THAT The September 16, 2006 report of Bangor Trails is hereby accepted; and BE 7 FURTHER ORDERED THAT This report be forwarded M the Planning Board, the Special Committee on Comprehensive Planning, and the Parks and Recreation Advisory Committee for their review and consideration; and BE IT FURTHER ORDERED THAT City staff is hereby authorized and directed to work with Mese Committees and Board toward including the results of this effort in the Citys Comprehensive Plan and to support the review of Joe City's 1 -and Development Cade to assist these groups in their effort to implement a city- wide trail plan.
