The Maine Air National Guard has determined that it has a need for a second enhance to the
base to be used for Ingress and egress In emergencies. It proposes to upgrade the discondnued
300 foot portion of the Downing Road between the City's gate at the and of the Downing Road
to the Guard's gate on its property line.
The Guard proposes to trim trees on the North side and M brush on the South side of the
discontinued portion of the road, grade It, and widen the City gate to allow two vehicles or a
large vehicle to pass through it. All of this would be done at the Guard's expense.

(TITLE.) ORDER, Auihoriting the City Manager to Execute a Agreement with Maine Ar
National Guard — Dawning Road
WHEREAS, the Maine Ar National Guard has determined that it has a need far a second
entrance to hs base M be used far ogress and egress in emergencies; and
WHEREAS, an access point is at the end of a discontinued portion of the Downing Road
approximately three hundred (30D) feet from the end of the pudic portion of
Downing Road; and
WHEREAS, at Rs expense, the Maine Air National Guard wishes to Mm brush and trees along
side the Discontinued portion of Downing Road, grade and Improve it, and widen
the currently existing City gate;
NOWr THEREFORE, BE IT ORDERED BY THE CITY COUNCH.OF THE CITY OF
BANGOR:
That the City Manager is hereby authorized, on behalf of the City of Bangor, to execute any
necessary documents with the Maine Air National Guard for Its use of a discontinued portion of
the Downing Read which will include conditions that R be used only far ingress and egress to
the Maine Ar National Guard's property for emergency purposes; that the Maine Air National
Guard will regrade the road, trim trees and brush along the side of the road, and widen the CRY
owned gave; and all work will be clone at the expense of the Maine Air National Guard. The
documents shall be a final form as approvetl by the City Solicitor or Assistant Oty Solidau.
