HomeMy WebLinkAbout2008-08-25 08-289 RESOLVEIospi 08 289 Date: 8/28/08 Item/Subject: Resolve, Expressing Support for the Continuation and Funding of the Hammond Street Serddr Center Responsible Department: City Council Commentary: In December 2007, the City Council authorized the execution of an agreement With the Court Foundation for the purpose of ensuring the continued operation of the Hammond Street Senior Center (HSSC). The agreement called for the creation of an adviwry group to assist In developing a lung -term business plan for the Center, to prepare a financial analysis of the Center, as well as make recommendations to the eventual structure of a new operating entity and the nature and extent of acdv(tles and services to be provided. After several meetings, it became clear that the advisory group need clarification from the City Council as to Its level of commitment and any expectations it may have. At the City Council wodahop meeting of August 11, 20118, the Council gave its unanimous support to Me continued operation of the HSSC and voted to express Its desire to support the operations In an amount up to $125,000 per year far five years beginning In Fy 2011. In addition, the Council Indicated Its desire that some form of a dues structure be implemented to enwre One masts of One operation are distrbuted as fairly as possible among the membership and Meir home municipalities. Resolve, Expressing Support for the Continuation and Funding of the Hammond Street Senior Center WHEREAS, the Hammond Street Senior Center was established by the Couri Foundation; and WHEREAS, the foundation's principal, John Coud, is planning to retire within the next four to five years; and WHEREAS, in December 2007, the Coud Foundation and the City of Bangor entered into an agreement to work In partnership to help assure the conimued operation of the Center beyond January 1, 2011; and WHEREAS, the advisory group created through the agreement has determined that certain clarifications as to the Cityt position were needed in order to continue to move forward with the transition of the Center from the Coud Foundation; and WHEREAS, the City Council has indicated its suppoort of the mission of the Center and the significant value it contributes not only to our community but the region; and WHEREAS, historically, the City has not dedicated adequate resources to serve Its semen, a significant and growing segment of our population; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT we hereby express our support for the conbund operation of the Hammond Street Senior Center as well as our willingness to appropriate up to $125,000 a year for five years beginning in FY 2011 toward the Center's continued operation while calling upon the advisory group to exercise Its best efforts to develop a business plan for the Center that will reduce the necessary level of public support o the greatest extent possible and expand the services and membership of the Center to reach the largest possible number of eligible residents; and BE IT FURTHER RESOLVED that, as the Center is a regional operation, the taxpayers of the City of Bangor should not pay for services to nor residents and a dues structure should be implemented to encourage other communities to support the mission of the Center, I9 cRY CO➢ m Augwt 25. 2n88 mtfoo Nelle a" Becooded For yassage, e a aiR ©.gee Y 08-"89 e g9n e.
