THAT the zoning boundary lines as established by the Zoning Map of the
City of Bangor dated October 28, 1991, as amended, be hereby further
amended as follows:
By changing a parcel of land located at 891 Broadway (Tax Map No. R-40
Parcel No. 14) from Low Density Residential District to Government and
Insitutitional Service District. Said parcel containing approximately
1.9 acres and being more particularly indicated on the map attached
hereto and made a part hereof.

MEMORANDUM

SUBJECT: Amending Zoning Ordinance
891 Broadway
Council Ordinance 08-242
Please be advised that the Planning Board at its meeting on July 15, 2008, held a
Public Hearing on the above zone change request.
Mr. Thom Johnston, College Counsel of Husson College indicated Hessen had
acquired the residential structure and hoped to redevelop the space for office use. Mr.
Johnston noted that they would expect to return to the Planning Board prior to any
site changes that would look at new parking areas and driveway access issues. Mr.
Johnston indicated they we abutted by WQON on the south by the First Church of
Christ Scientist on the north. They share Chapin Street with one other single family
dwelling.
There were no other proponents or opponents to the proposed rezoning request.
Planning Officer David Gould provided the Board with a brief history of the City's
Land Use Policy along this stretch of Broadway. While in previous years there has been
a Indinabon to preserve the Pow density residential land use to stem the expanding
commercial push out Broadway, the existing thin strip of residential zoning at a narrow
depth is not likely a viable long term development strategy. In the 2005 Comprehensive
Plan Update that detail was address by amending the land use plan to extend the
institutional land use policy out to the Broadway frontage.
Planning Officer Gould noted Bangor High School, Husson College, and Saint
Joseph Hospital's medical complex were a few institutional uses that were in this
immediate area. WZON's radio towers were in a Contract Industrial District and the First
Church of Christ Scientist was a conditional institutional use in Low Density Residential
(LDR) being on a major arterial.
The Board discussed the potential redevelopment of the property, access
management, and parking. Mr. Johnston indicated that before any exterior changes
were made the College would retum for Site Plan Review.
Based on its consistency with the Comprehensive Plan and existing institutional
uses in the area, the Board voted five in favor and noire opposed to recommend that
the City Council adopt the proposed rezoning at 891 Broadway as contained in C.O. 08-
242.
