Gould, Planning Officer SUBJECT: Amending Zoning Ordinance 40 Target Circle Council Ordinance 08-241 Please be advised that the Planning Board at its meeting on July 15, 2008, held a Public Hearing on the above zone change request. Mr. Ken Lamoreaux, Director of Permitting at Sheridan Corp representing AC Real Estate, indicated that the applicant was interested in expanding their facility and would be limited by some of the development standards of the General Commercial and Service District. In discussions with City Staff h was recommended that the Industry and Service DistrlQ would be better suited to this property. They prepared the application and were present to address any questions the Board may have. There were no other proponents or opponents to the proposed rezoning request. Planning Officer David Gould provided the Board with a brief history of the development of the Target Industrial Park. The City's land use policy along the Hammond Street frontage was intended to allow those locations with the ability to Include retail sales and service uses as they had good visibility. The lots to the rear of Me park, back from Hammond Street, were zoned Industrial 2 (now Industry & Service) some properties along the rail line were zoned I-3 for potential heavy industrial uses that would require rail access. The AC Electric property was developed In 1976 and Is a true Industrial operation rebuilding large industrial electric motors. The Comprehensive Plan's land Use Policy calls for the industrial park to have Industry and Service District (I&S) zoning for all but the lots fronting on Hammond Street. This lot based an its location aro use best fRs the I&S District. I&S would be the preferred industrial district due to its Inclusion of development performance standards such as Impervious Surface Rados (ISR's), development buffers and lot size minimums. The Board voted five In favor and none opposed to recommend that the City Council adopt the proposed rezoning at 40 Target Industrial Circle as contained in C.O. 08-241.
