Camso Jr., Ass. Airport Director CC: Ed Barrett, City Manager Deb Cyr, City Finance Manager Rebecca Hupp, Airport Director Parke Clemens, General Manager of Republic parking Re: Airport's Revenue Control Parking Equipment Date: June 23, 20M The City received lno qualirying hick for revenue [mhai palling equipment irstalletl at the Airport. The bwest bidder is Cincinnati Time Reorder from Portant, Maine for $218,500. Funding for the project was included in the Ainpmd's annual budget. This project, which was originally part of the Parking Garage project, imdsres a complete uMmde of the parking control equipment, which includes ticket machines and software. The current system is over ten (10) years old and is w pedendng increased maindmarrce problems. Our current system Is ret operating a[ full capacity and Republic Parking must use parts from older units to keep the system operational. As examples, Republic Parking bad to reduce the number entrance knes from 4 to 2, and they censtanby need W're-boot the software program to in order for R W run properly. Tine ability to service the equipment has been ioseasingly unreliable as It Is diftkult to perform maintenance on an aging system The equipment has also been subjected to over ten years M estreme weather condibors. According W Parke Clamors, Manager of Republic Parking, we are spending an estimated! $5,000 - $6,000 each year W keep this system In IIM[ed operadan. This Cost will be greatly reduced ced with a new system. The Airports current system has reached the end of Rs useful lire One of the major methods used in determining the need for parking control system upgrades k the number of'cycW9 on each unit in the system. According W Parke, the gates experience 900- 500 cycles each day, per gate and the ticket machines Issue 15,000-1),000 tickets at each machine per monthlast year, the Airport issued and processed over 190,000 tickets born the three exit Woes. Mother determining factor In our recommendation W upgrade the revenue parking control system is the antiquated savors dol The manufacturer dour current system has been sold, Is no longer In business and therefore a not offering any software upgrades. The Current software program 6 obsolete. As mentioned earlier, this protect Cees incude a new software system. With this upgrade, the Airport will have a vastly improred avers conduct system. This will provide better regarding mechanisms and auditing ability. Wth Me new system the Alroort will have the salty to oRer prepayinmnt and monthly parimg payment Whom Por our asMnwrs. The new system will also be designed W increase and reduce contemner waRtlmes, specifically during peak demand pends. Ada teJ or your review is a New Equipment Summary report listing the tams to he purchased] as part of the upgrade. This was originally advertised as a package bid, therefore Mere is m aemrzed cost breakdown. Nowever, Palle did request during the had process Mat the cast for Me Mirtl vt lane he separated If this third lane was eliminated ham the project, we an deduct $M,500 from Ci irmitl's bid price. Over the last an years there have ban broad in sesbrearegcaptal improvenents made in the Airywt's prong leas). In 2001, the Airport repavetl and re-strlpped be start term at and last year, the sent lanes were owrlayed.
