The Citys Code EnforcementOfflcerlxoughtm the attention ofthe Downtown Parking Advisory Committee that the fees and procedures for issuing contractor permits had not been reviewed since 1996. These fees are lehed for theternporary use of on -street parking spaces by contractors W load or unload vehicles or for the placement of dumpsters for construction debris. While the Committee wishes to encourage Downtown constacdon and revitalbation efforts, it also wishes to encourage pre -planning and UnIfted use of on -street parking for construction equipment. Upon review, the Committee felt that assigning a pricing structure based on the rates at the Pickering Square Garage would simplify the process and allow the rates m change automatically with the Garage rates. The Committee recommends the following: • 1-3 Days remains free • Per -Day fee changed at tyke the daily rate M the Pickenng Square Garage (currently $4.50, making the anent rate far contractors $9) • Per -month fee changed at tyke the monthly rate in the main Garage (currently $52, making the current rate for cmtractors $104). Department Head Manager's Comments: This has been reviewed and recommended by Transportation and Infrastructure avjjlevL City Manager Associated Intormation: _)L Passage First Reading Page _ of _ — Referral JUN. 0 9 2000 *k� 68 223 CITY OF BANGOR <TIrtEJ Order, Amending Fees and Procedures for Issuing Contractor Permits for the Downtown Parking Management Area WHEREAS, due to the limited availability of on-site space, construchonprojects involving downtown properties often require the use of on -street parking spaces for contractors to load and unload vehicles or for placing clumpsters for the removal of construction debris; and WHEREAS, regulating Me use of on -street parking spaces by contractors by the City is necessary to Prevent abuse and to ensure public parking spaces remain available to the maximum extent feasible; NOW, THEREFORE, BE Tf ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR MAT Me following fees and procedures be established for the issuance of contractor and dumpster permits within the Downtown Panting Management Area as established in Chapter 291-378. 1. Permits may be issued to allow use of onstraet public parking spaces in the Downtown Parking Management Area for the use of contractors for the loading and unloading of vehicles and for Me placement and use of containers used for the removal of refuse and demolition debris when necessary to perform Improvements to property within the Downtown Parking Management Area and for no other purpose. 2. Applications shall be made to, and permits issued by, the Code Enforcement Division of the Department of Public Services. 3. For construction projects requiring, in the opinion of the Code Enforcement Officer, use of on -street parking spacesfor such purposes for a Period of up to one month, the fee for each permit issued shalt be equal to twice the daily rate at Pickering Square Garage for each parking space for which a permit is issued, except Mat no fee shall be charged for Saturday, Sunday, and holidays. There shall be no charge for permits issued for a one to three day period. 4. For cansrudion projects requiring, in the opinion of the Code Enforcement Officer, use of on -street parking spaces for such purposes for longer than a one month period, monthly Permits may be issued. The fee for monthly Permits shall he equal to twice the Pickering Square Parking Garage regular permit parking fee for each parking space for which a permit Is issued. 5. In order to prevent use of on -street parking spaces when they are not required for construction work, Me tone Enforcement Officer or his designee, after consultation with the 08223 applicant, shall establish the maximum amount of time the applicant will be allowed tm use the permitted on-sbeet parking spaces. 6. The hansportation and IMrastructure Committee may waive the fee, or any portion thereof, 9, In the opinion of a majority of members of the Committee, such waiver is in the public interest by encouraging further invesbnent and improvenerrc of downtown properties and where the application of the fee poses a significant impedement to a projeR 7. This Order supersedes Council Order 97-52 passed on December 9, 1996.
