HomeMy WebLinkAbout2008-06-09 08-216 ORDERItemNo, Qg X16 Dame: G9-08 Item/Subject: Order, Establishing On Going Special Commfttee - Downtown Parking Advisory Committee Responsible Department- Executive Commentary: The recommendations of Downtown Parking Advisory Committees established In 1997 and 2000 through 2008 demonstrated that regular compreheixNe reviews are useful In maintaining effective administrative and enforcement policies with respect to dowmown parking. fUMemwre, the committee formed In 2000 recommended that prices be evaluated annually. Creation of a special purpose committee composed of Council, sWtt, and downtown constituencies has proven to be an effective method for accomplishing that task. While appointed annually, the Downtown Parking Advisory Committee has generally been established for a term of two to three months. During a recent discussion, members of the Transportation and Infrastructure Committee suggested that the Committee should have a longer teem that would allow it to address any issues which might arise throughout the year. The attached Order will allow the Committee to continue to operate on a year round basis. Its general membership composition will remain the same, and the Council Chair will annually appoint the members of the Committee. While the Committee will still be charged with undertaking an annual systematic review and report, it will then remain available at other times to meet as necessary. Establishing On -Going Special Committee - Downtown Parking Advisory Committee WHEREAS, the City of Bangor contracts with Republic Parking System for management of the Pickering Square Garage, Abbott Square, and sale of all other permits for City. owned paddng lots; and WHEREAS, the City of Bangor penodiczlly receives recommendations from Republic Parking System that they are recommending policy changes and(or reviews; and WHEREAS, Downtown Paulding Advisory Committees formed In 1991 and 2000 through 2008 completed comprehensive renews of downtown parking issues and issued useful recommendations that reflected that scale of analysts; and WHEREAS, it has become a routine practice to annually establish and appoint a Parking Committee with a limited term of existence; and WHEREAS, It Is appropriate to establish a continuing Paddng Committee W undertake annual systematic reviews of the Coins management of downtown parking and to be available to address Issues that may arise at other times during the year; NOW, THEREFORE, BE IT ORDERED BY THE CRY COUNCIL OF THE CITY OF BANGOR THAT a Downtown Parking Advisory Committee is hereby established under the provisions of Chapter 9, Article I, Section 9.9 of the laws and Ordinances of the Oty of Bangor. a. Purpose and Duties, to review the recommendations of Republic Parking System and City staff regarding parking resources, prices, and pollcles as they relate to on -street and off - atheist parking in the Downtown Parking Management Area; to annually provide a comprehensive set of parking recommendations to the Transportation and Infrastructure Committee of the City Council; and to address downtown parking Issues that may arise during the year. b. Composition: The Committee shall consist of one representative of the City Council who will serve as Committee Chair, two representatives of the Bargor Center Corporation, four at - large members who five, work, or own businesses in the Downtown Parking Management Area, and one individual with a disability or representing an organization whose primary mission is W support Individuals with disabilities. The City Manager, representatives of the Community and Economic Development Department, representatives of the Police Department, and representatives of Republic Parking System will serve as ex -officio members of the committee. c. Appointment of Members, the Committee Chair and other Committee members shall be appointed annually by the Chair of the City Council. d.
