Commentary:
David B. Lawler Is seeding tentative developer stews of Me City awned Building #26 located at 113 Maine
Ave. Building #26 is a vacant, one story, 4,097 square foot brick building Mat was part of the former
University of Maine System Chancellor's complex on Maine Avenue where it was used far storage. David
Lawler would like to rehabilitate Building #26 into a modern, alta ctive office building with beautiful
landscaping. Mr. Lawler Is willing to pay $100,000 for Me purchase of Me property, and his proposed
plans for restoration and improvements would cost between $200,000 and $300,000. This Order would
grant David B. Lawler exclusive status as developer of Building #26 with August 31, 2008 and, until then,
Me Gty would deal only with Davitl Lawler. Designation as tentative developer would provide him time to
Investigate the feasibility of rehabilitating the builtling and give him an oppommity, to submit for the City
Council's mnsiderabon a more spadfic proposal for his proposed devewpment in sufficient detail W
outline the general scope of development and convey to the City adequate information to determine the
level of investment proposed and character of the work to be perfomred. Staff would also be authorized
W negotiate a DeveiWinent Agreement with David Lawler for Me City Council's consideration on or
before August 31, 2008 setting forth the proposed terms and conditions under which the proposed
development would be allowed to move forward.

(TTTLE.) ORDER, Designating David B. Lawler Tentative Developer of Building
#26 at 113 Maine Avenue
WHEREAS, David B. Lawler is interested in rehabilitating Building #26 at 113 Maine Avenue
Into a modern, attractive office building for buisness use; and
WHEREAS, designating David B. Lawler as "tentative developer" of Building #26 would
provide him the time necessary for City staff to negotiate a proposed
Development Agreement for consideraflon by the City Council; and
WHEREAS, the City has granted "tentative developef' status to potential developers on
various Oty awned development sites in the past, thereby providing the
developer time to prepare a specific development proposal for the City Council's
conslderatlon and during which time the City agrees to deal exclusively with the
designated tentative developer for the purpose for which tetative developer
status was granted;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
David B. Lawler Is hereby designated the "tentative developer" of the Cly owned Building #26
located at 113 Maine Avenue and that such designation is in effect until August 31, 2008.
BE IT FURTHER ORDERED THAT:
1. During the period of designation the City agrees to deal exclusively with David B. Lawler
for the purpose for which tentative developer status was granted.
2. City staff is authorized to negotiate a Development Agreement with David B. Lawler far
the Business am Economic Development Committee's consideration on or before August
20, 2008 and for the City Council's consideraton on or before August 25, 2008 setting
forth the proposed tens and conditions under which the mormsed development would
be allowed to move forward. The Development Agreement, if approved by the City
Council, would ensure that the development would conform to building plans, site plans,
and uses approved by the Business and Economic Development Committee, and that
David B. Lawler demonstrates the financial capacity and ability to carry out the
development as approved.
