This ordinance will inverse the waiver fee for parting in an off-street area without a valid permit from
$10 to $25. Currently, the fee for parking In violation of a time -controlled on -street panting area is $10,
the same as far parting In violation of a permit -only area. A person in violation of the latter will typically
receive only one ticket during the course of the vlolatian, even If parsed there far a full day. In
contrast, someone parking in a one-hour time cane for over an hour could receive a ticket every hour,
after the first, that they were parked there. There Is, therefore, less of a deterrent for parting without a
valid permit Increasing the waiver fee for permit parting areas will deter those without permits who
might otherwise park In permit -parking areas.

This has been reviewed and recommended by the Special Committee on downtown packing. It comes
forward separately at this time because the Police Department will shortly be reprinting our parking
tickets and the fee change, if approved, would be induced on the new ticket form. Since new tickets
will be needed early In June, we would ask that the Council consider waiving the requirement that this
ordinance be read an two separate days to allow a vote to be taken on this item at Wednesday's
meeting.

Waiving Court Hearing for Violations; Fees
BE IT ORDAINED BY THE CRY COUNCIL OF THE CRY OF BANGOR, AS FOLLOWS THAT:
Chapter 291, Article 0, Sec. 95 of the Cade of the City of Bangor is hereby amended as follows:
Any person accused of a violation of any portion of this artkle may voluntarily waive his or her right W
appear and defend before any court the cha made against him or her far such illegal panting by
paying to the municipality the sum shown In Subsections A through F of this section within 30 days
following the date such alleged offense was committed. If the walver fee Is W paid within said 30
days and a hearing has not been scheduled before a court, the waiver fee will automatically double.
For purposes of this section, payment will be considered made on the date of the postmark for
payment received through the United States Mail.
A. The waiver fee for any person accused of a violation relating W Illegal oompancy of two parking
spaces, or violation of add/even parking shall be
$10 9 paid within 30 days of the alleged offerse and $20 thereafter.
B. The waiver fee far any person accused of a violation relating to loading zones, blocking driveway;
parking in areas marked 'No Parking," night parMng, double parking, blocking snow removal,
parting with left wheel to orb or any other vitiation not mentioned in Subsections A through F
shall be $20 if paid within 30 days of to alleged offeree and $90 thereafter.
C. The waiver fee for any person accused of a violation relating ties parking in an off-street area
without a valid permit, row -away zones, fire lanes, fire hydrants, crosswalks, sidewalks or
esplanades shall be $251f pail within 30 days of the alleged offense and $50 thereafter.
