Commentary:
The following eight resolves will adopt the FY09 Schod Department Budget. They are as
follows:
1. Resolve required by TRIe 20-A MRSA far the Vocational Education Region #4 operating
budget a $2,309,158 (Bangor's assessment will be $440,282 and Is Included In the
Department's budget) and Vocational Education Region #4 Adult Education Budget of
$330,4 (Bangor's share is $10,599).
2. Resolve approving the School Department's Enterprise Fund Budget of $1,248,083. This
orvers the Fo0d Service Program.
3. Resolve approving the School Department's Special Revenue Fund Budget of $2,412,666.
These are various grant programs.
4. Resolve approving the School Department's Trust and Agency Budget of $1,016,398. This is
primarily for various regional programs.
In addition and in accordance with the requlrements of W 1, the following Articles must also be
approved.
1. Article 1 will appropriate the local share of the total costs of the Essential Programs and
Services funding model in Ne amount of $14,501,372.
2. Article 2 will appropriate the non -state funded debt service allocation in the amount of
$]96,324.
3. Afticle 3 will authorize the approprlaton of local funds in excess of the maximum spending
target limit of $4,211,855.
4. Article 4 will appropriate the total school budget In the amount of $41,453,168.

(TITLE.) Resolve, Vocational Education Region 94 Appropriation Pursuant to Title 20-A,
Chapter 606, 15601-15619, Maine Revised Statutes Annotated
By the City Counal of the City of Bangor
RESOLVED, that the United Technologies Center Region #4 budget for 2008-2009 as
approved by the Cooperative Board be approved in the amount of $2,584,589.49 (Bangots
2008-2009 assessment will be $440,282 for operating costs). This amount is included in the
Bangor School Departments 2008.2009 budget.

that the City of Bangor accept the following categories of funning as provided by the Maine
State Legislature for the year beginning July 1, 2008 and ending June 30, 2009, and approve
them as the Bangor School Department's Enterprise Fund Budget for the same fiscal period.
And be it further resolved that the Bangor School Department's Enterprise Fund for the period
of July 1, 2008 to June 30, 2009 is hereby approved as follows in the amount of $1,248,083.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
In accordance with 20-A MRSA Section 156901. A. and B., the following separate articie appropriating
$14,501,372.50 as the Oty's contribution to the total cost of funding public education from kindergarten
to grade 121s hereby approved.
Article 1: To see what sum the municipality will appropriate for the total cost of fulling public
education from Kindergarten to grade 12 as described in the Essential Programs and Services Funding
Act (recommend $32,529,940.]7) and to see what sum Me municipality will raise as the municipality's
contribution M the total cost of funding public education from kindergarten M grade 12 as described in
the Essential Programs and Services Act In accordance with Maine Revised Statutes, Tile 20-A, section
15669
Recommend $14,501,372.50
Explanation: The municipality's contribution to the total cast of funding public education from
Kindergarten to Grade 12, as described in the Essential Programs and Smices Funding Act is I
amount of money determined by the stare law M be the minimum amount that the municipality must
mise in order to receive the full amount of slate dollars.

BE IT RESOLVED BY THE CRY COUNCIL OF THE CITY OF BANGOR THAT
In accordance with 20-A MRSA Section 15690 2. A., there is hereby approved the mllowing separate
school budget article raising and appropriating $796,324 in (oral funds for annual payments on debt
service for nomstate funded portions of School construction projects and minor capital projects.
ARTICLE 2 To see what sum the municipality will mise and appropriate ler the annual
payments on debt service previously approved by the city council ler iron -stale funded portions of school
construction projects and minor capital projects in addition to the funds appropriated as the local share
of Me school administrative unit's contribution to tte total cast of funding public education from
kindergarten to grade 12.
Recommend $796,324.W
Explanation: Non state funded debt service is the amount of money needed for the payments of school
department long term debt for major capital construction projects and or minor capital renovation
project; that are not approved ler state subsidy. The bonding of this long term debt was previously
approved by the Bangor City Council.

(TITLE.) Resolve, Making an Appropriation for the Bangor School Department in Excess of the
Maximum Spending Target Established by 20-A MRSA Section 15671 A. 4.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
In accordance with 20-A MRSA Section 15671 A. 4, the following separate article authorizing an
appropriation of $4,211,855 of local funds in excess or the maximum spending target is hereby
approved.
ARTICLE 3: The City of Bangor shall mise and appropriate $5,157,904 in additional local
funds, which exceeds the State's Essential Programs and Services allocation model by $4,211,855 as
required to fund the budget recommended by the 8argor School Committee.
The Bangor School Committee recommends $5,157,904 for additional funds and gNes the following
reasons for exceeding the State's ESsemal Programs and Services funding model by $4,211,855: Spedal
Education $1,146,218, transportation $385,673, to and extracurricular activities $964,986, food services
$100,000, local debt service $796,324, and employee berefits $618,654.
Explanation: The additional local funds are tiHtse locally raised funds over and above the school
zdminisbative units local contribution to the total cost of funding public education from kindergarten M
grade 12 as dea ribed in the Essential Programs and Services Funding AR and local amounts raised for
the annual payment on non -state funded debt service that will help achieve Me municipal budget for
