Commentary:
This provision of Chapter 128 was passed in 2006 when freestanding wood boilers began to be
aggressively marketed in the area and before issues of pollution controls, in particular high
particulate emissions, could be studied and regulated. Since then, MDEP has promulgated
regulations governing emissions and, in conjunction with our energy audit, two City owned
properties; have been Identl0ed as possible sites for biomass heating installations. The proposed
change recognizes the pollution controls now mandated by the State but retains the existing
prohibition in residential areas where citizens, particularly those with respiratory impairmerm,
might Oil be negatively Imparted by high particulate levels and other products of combustion.
With the dramatic increases we have seen in heading oil and the emphasis of the State on
moving to belly produced sources of fuel, this amendment appears to be uppHol;riate. •f as r

Manager's Comments:
Commerclaylndustrlal grade blomass heating systems are requiretl to meet stringent standards
of emissions and should not pose problems, particularly when such installations are located in
Men than residential zones. Representatives of the City recently toured such an installation at a
school site In New Hampshlre and were Impressed by both the operation and Me lack of visible
emissions from R. T/C

Solid fuel boilers are prohibited from freestanding outdoor installation or installation in a
freestanding accessory structure In all zones "ceot G&ISD. ADD. UID. and I&S. [tel
but these specified zones solid fuel boilers must be installed within the primary use
structure to which they provide heat/hot water and be Installed and operated in
accordance with the manufacturer's installation instructions, NFPA 211 (Chimney and
