Item/Subject Order, Authorizing Discontinuance of Sibley Court, Southwesterly of Harlow Street.

The Government Service Administration has requested that the City discontinue Sibley Court
adjacent to the Federal Building. The purpose of this request Is to Improve security around
the Federal Building. Under M.R.S.A. § 3032, the City retains ownership of such nghtrof-ways
until formally discontinued.
The Transportation & Infrastructure Committee recommended beginning the discontinuance
process, as requested by GSA, at its April 8, 2008 meeting. The attached Order directs the
City Engineer to start the discontinuance process as prescribed by State Statutes and forward
recommendations for further Council consideration.

This initial action will allow the discontinuance process to begin. The City Engineer will hold a hearing to
which abutters will be invited, evaluate the situation, and prepare a report to Council for Its consideration
of any further action including an actual disortlfnuance.

CITY OF BANGOR
(TALE.) Order, Authorizing Discontinuance of Sbley Court, Southwesterly of Harlow Street
WHEREAS, Sibley Court, located southwesterly of Harlow Street, was established by the City
as a public street in 1965; and
WHEREAS, the Government Services Administration has requested that Sibley Court be
discontinued in order to improve secudty, adjacent to the Federal Building on
Harlow Street; and
WHEREAS, said paper street is no longer necessary to serve the public need;
NOW, THEREFORE, BE n ORDERED BY THE CCIY COUNCIL OF THE CRY OF BANGOR
THAT
the City Engineer Is hereby authorized and directed to begin the process of discontinuing Sibley
Court, located to the southwesterly of Harlow Street, in accordance with the provisions of 23
M.R.5.A. 4 3026 and to submit a whom report to the City Council for further action.
