Commentary:
In 1995, the City acquired property that was declared surplus by Ne federal government and assigned for
disposal for homeless or public health purposes. The City used the property W establish Park; Woods
Transitional Hauling complex, a two-year transitional housing program, and has continued W use it for
this purpose since March 1, 1995.
The deed receNed by the City Induced cal In conditions Including a provislon that a tenant may not
reside in any unit for mare than two years.
Park Woods is requesting a change of status for a four unit building on Langley Street W allow those units
to provide supported, subsitlizec housing to Park Woods "graduates" and others in need.
The status charge is requested W take advantage of funs and commitments from HUD and the Maine
Housing Authority and would change the status of these four units from" ansmonal Housing"to
"Permanent Housing: Project -Based Section 8 Units with supportive services." -The conversion is being
effectuated with HUD SHP funds far moderate rehabilitation.
Approval of this Resolve will begin the process of obtaining a modgca0on In the deod m allow the City to
change the four units from transitional housing W permanent housing.

CITY OF BANGOR
(TITLE.) Resohre, Authorizing Application for Amendment to Park Woods' Deed Conditions to Convert
Four Units of Transitional Housing to Four Units of Permanent Housing
WHEREAS, certain real property owned by the United States, located in the County of Penobscot, Same
of Maim, was declared surplus and was assigned for disposal for homeless or public health
purposes by the Secretary of Health and Human Services under the provisions of Section
103(k)(1) of Me Federal property and AdminlstraWe Services Act of 1949, as amended, and
rules and regulations promulgated pursuant thereto, more particularly described as follows:
22 units located at or near the intersection of Union Street and GdfBn Road, Bangor, Maine,
and Including four units lasted at 3442 Langley Street, Bangor, Maine; and
WHEREAS, sad property was conveyed to the Cry of Bangor with certain conditions regarding the
allowed uses of said property, and said conditions do not allow permanent supportive
housing; and
WHEREAS, it is in the best Interests of the City of Bangor and the people served by mid (rousing Mat
four units be changed from Marsitlorml housing to permanent horsing; and
WHEREAS, Me City of Bangor, by changing the allowed uses of four units of acid property to include
permanent supportive haling, can continue to Wilma said property for pudic health
purposes in accordance with the requirements of sad Act and the rules and regulations
promulgated thereunder, of which the Bangor City Council is fully Informed, inducing
commitments regarding use;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BANGOR:
THAT the Ory of Bangor has legal authority, a willing, and is in a position financially and otherwise to
continue care and maintenance of the property with four units of permanent housing, and Mat Edward
A. Barrett, City Manager, Is hereby auderiaed, for and an behalf of the City of Bangor, to do and
perform any and all acts and things which may be necessary to carry out the foregoing, including the
preparing, making, and filing of plans, applications, reports, and other documents; the execution,
acceptance, tleJivery, and recordation of agreements, deeds, and other Instruments pertaining to the
transfer of said property; and the payment of any and all sums necessary, inducing any payments by
virtue of nonuse or deferral of use of Me property,
BE IT FURTHER RESOLVED THAT "a application is approved, a copy of the application and
document authorizing the change will be filed with the permanent minutes of the Bangor City Council,
