Commentary:
An application was received by the Historic Preservation Commission to designate the
property located at 412 Sate Street a historic landmark under Chapter 148. In
accordance with the City's Historic Preservation Ordinance, the Committee has held a
public hearing on this application on January 10, 2008 and subsequently voted 4-1 in
favor of this designation.
The attached Ordinance would add this property to the City's list of historic sites and
districts.
Background material on the proceedings before the Historic Preservation Commission is
also attached, including the application for this property which outlines its historic
characteristics and its qualifications for listing.

Attached to this memo is the supporting documentation (repot) regarding the
listing of. the Wing- mr House m 412 State Street as a local historic landmark. On
January 10, 2008 the Historic Preeroation Commission conducted a public hearing on
this than and formally approved the listing of the Wing -Cart House as as historic
landmark. This approval is a rewmme Jation to the City Council to list the property as
a local historic landmark in §148-5 (C) (35) of the Historic Preservation Ordinance.
To Provide some background, on November 8, 2007 the HPC conducted a
discussion item on EbBdC's proposal to more the Wing -Carr House at 412 State Steer
and the Robinson House at 424 State Street Dozens of members of the community,
attended the m«ting with the vast majority of themsupporting listing of these two
properties as historic landmarks. The HPC discussed numerous options available to me
City from listing the properties as historic to requesting City Council enact a moratorium
on the demolition of buildings 50 years old or older and than may be eligible for listing on
the National Register of Historic Places. In the and the HPC, by a vote of 4 to 0
approved a motion to begin the process of listing the Wing and Robinson properties as
local historic landmarks and requested that HPC Commissioner, Sara Martin, (who meet
the Sec. of the hnerior Standards as a qualified prepamr) to compile information on the
historic chmacteristics and qualifications of these two properties. Subse pasomaly,
Commissioner Marta completed historical survey work and submitted applications o
bebalf of the Commission for the listing of both properties. On January 10, 2008 the
HPC held a public hearing on the listing of these two properties and approved the
recommendation to City Council to list the Wing -Cart House as a IoW Historic
Landmark. Regarding the Robinson-Shumway House at 424 State Street the HPC did
not support the listing of this property as a IoW Historic Landmark, but did support the
creation of a broader outer State Street Historic District that would include this property
among others. The HPC would like to see survey work completed on a broader State
Street Historic District by the HPC meeting in July 2008.

Discussion item:
In light of the recent Bangor Daily News article, the Chair of the Historic
Preservation Commission has requested that the Commission discuss Eastem
Maine Medical Center's recent proposal to demolish the properties known as the
Wing and Robinson properties.
The next scheduled meeting is Thursday, December 13, 2007 at 7:00 p.m. in the third
floor Council Chambers.

DISCUSSION ITEM
Associate Member Karen Hombergen recused herself from the proceedings, as she is
employed by Eastem Maine Medical Center. Regarding Easmm Maine Medical Carter's recent
proposal m raze the Wing and Robinson properties the Commission heard from Pat Tabor from
Eastem Maine Medical Center sort then heard comments from the public. Comments from Is
Public were generally in opposition to EMMC's proposal. The Commission discussed options
available to Ne city to protect these resources. These options included pursuing local historic
designation of the Wing and Robinson properties, pursuing a broader State Street Hismnc
Disbict and the possibility of castrating that City Council look into a moratorium on the
demolishing of buildings 50 years old or older and eligible fa listing on the National Register of
Historic Places, The Commission, by a vote of 4 to 0, approved a modest to begin the process
of listing the Wing and Robinson properties as local historic landmarks.
The next scheduled meeting is Thursday, December 13, 2007 m 7:00 p.m. in the third floor
Council Clambers.

On November 8, 2007 the Historic Preservation Commission (HPC) discussed Eastman
Maine Medical Center's (EMMC) proposal to raze the Cam Wing House at 412 Some
Street and the Shumway-Robinson House at 424 State Street The Commissionbelden
open discussion item on their proposal and took comment from EMMC and the public.
Comments from the public were largely in opposition to EMMC's proposal to ease these
buildings. The HPC discussed options available to the City to protect the neighborhood
and these hinoric shuctures. Theseoptiomffieludedpursuinglocaldesigmdonas
historic bookmarks for the Cars -Wing and Shumway-Robinson properties, pursuing a
broader State Street Historic District and the possibility of reyuesting that the City
Council look into a moratorium on the demolishing of buildings 50 yens old or older am
eligible for listingonthe National Registerof Historic Places. The HPC,byavowof4

as local historic landmazks. The idea of a broader State Street Historic District was not
formally acted on but was given much thought. Commissioner and architacnual
historian Sam Martin was tasked with completing the historical survey work on the Can.
Wing and Shumway-Robinum properties.
Commissioner Martin completed the survey work and submitted reports and local

Commission reviewed the survey reports and applications and heard each local
designation application separately. Following a briefing on the significance of the
Cars -Wing property at 412 State Street the Commission discussed the matter and than
wok comments from the public. Mr. Pat Taber, representative of EMMC, discussed the
workgouy that was established and relocated than the HPC table the application until the
workgroups meetings were complete. The HPC also took comment from Ms. Susan
Kominsky, an abutting property owner, who requested the HPC act on the listing of the
Cart -Wing property. The HPC discussed at great length the listing proposal, as well as
EMMC'smueatotable. totheeM,duemthesoficanceofthepropertyat4l2s'we
Street, the HPC voted 4 to 1 to designate the Cam -Wing property as an historic landmark.
This vote moves the listing to the City Council for final action.

As for the Shumway-Robinson House at 424 State Street the HPC, listened in a briefing
by Commissioner Martin then discussed the matter and took public comment. W. Tither
from EMMC again requested that the matter be tabled to allow the workgroup to
complete its work. City resident Dan Tremble requested the HPC move forward with
designationofthisproperty. The Commission discussed the worthiness of the building as
a stand slow local historic landmark and determined that the home is of significance, but
notnmusrailyas anhistoric landmark inand of itself The Commission decided to
table the designations of the Shumway-Robinon House as an historic landmadr and
decided to include it in a broader State Street Area Historic District, as dismissed at the
November 2007 HPC meeting, which will be brought before the HPC by the July 2008
Commissionmordhlymeetrng. The Commissionwill berequesting thatthe City Council
mcplore financial options for a historic resources survey, or fund the survey of the area in
establish abroader State Street Area Historic District.

St John's Episcopal Church in 1835. On the basis of lithograph of this church, he won
the commission to design Trinity Church in New York City (1846). Trinity Church
inspired the revival of Gothic forms in ecclesiastical design in the United States and
Upjohn was its foremost practitioner. Architectural writer Robert T. Present bas called
him "me of the fuses church architects of all time." In addition to his built designs,
Upjohn wmte Upjohn's RuruJArchirecmre (1852), a pattern book which influenced the
construction of many more Gothic Revival churches in the country. His use of the Gothic
Revival in church design also influenced the prolifemtim of Gothic Revival houses
throughout the United Stares.
David Howard built this house in the early nineteenth century xnd Joshua W. Cart
purchased it in DWl. Carr quicklyremodelal it into a Goddc Revival, the fashimadde
style of the day, popularized locally by the building of St. John's Episcopal Church and
nationally, to ardi tectural partner books by writers such as Alexander Jackson Davis and
Andrew Jackson Downing. Carr opemlM aMaury on the site, selling and: fruit stock,
ornamental iras and shrubs, and fruit Lees. Atone time his property' included ahem and
stable. putting Carr squarely in the mode of gen feman farmer and upholding the mind
ideal put forward by writers such as Davis and Downing
In a0, no Gothic Revival houses were built in Bang in the 1940s and 1850s. The
ambient were built about adecade after St. John's Episcopal was constructed; the builders
of the earliest oftheas houses either had some cemection with the building of the church
or were unportmr[ members of the congregation. Carr's updating of his new Muse made
it the thhd Gothic Revival Muse in Bingo, after the Nathan B. Wiggin Muse an French
Sheet art the Charles W. Jenkins Houree on Adams Sant. (Both Muses have been
moved: the Wiggin House farther north on French Street and the Jenkins House to Pine
Sheet) John Godfrey bulk Cliff Cottage on Kenduskeag Avenue, the moat significant
Gothic Revival house in Beng", in 1847.3
The Can -Wing House is one offrur Gothic Revival Muses in Bang to retain their
architectural integrity. With the exception of the Carr -Wing House, Cliff Cottage, the
Wiggin House and the Jenkins Hnuse, the remaining Gothic Revival homes in Hargan
have been demolished, severely altered, or fallen into disrepair. CliffCortage bas been
well-maintained aral its exterior has been little altered since the mnetemth emtoy, it is
listed on the National Register of Historic Places. The Wiggin House has tiem skaed
somewhat, but it still reads as a Gothic Revival and its exterior has been well-mainamed.
The Jenkins Hoare has been nfl sbilitated and is listed on the National Register.
However, both Muses have base moved, so they have lost their integrity of location-

He built a huge library wing an the west side ofthe heuse, reporting the Gothic Revival
feamms of the house, but adding some Quem Arne elements that were currently, in
wagon. He used rare woods fiom South America, which he probably came acrosswhile
conducting his mppa mining business in Chile, for the library paneling and other interior
woodwork. He had the rest of the first story redecorated in Queen Anne and Beaux -Arta

styles. After Wing dial, his daughters, Caroline and Adeline inherited the house, which
they called"La Quints"Neither ofthe Wing sisters, as they were called, ever marred
They lived together in the house for almost sixty years and Adeline died in 1966; they
were well-known in Bangor for their gracious hospitality and leadership w area cultural
institutions, each is the Bangor Cruder CNb and the Shakespeare Club. They were
extremely generous art patrons, giving important works of ant ou Smith College (their
than mater), Colby College and the University of Maine. They also gave generously to
Eastern Maine Genem7 Hospital across the street (now Eastern Maine Medical Center).

After Caroline Wing's death, the sister's heirs sold the house to a medical practice, which
occupied the building for several years and constructed amodem addition to the rear of
the building, which fortunately cannot be seen from State Sheet. Eastern Maine Medical
Center acquired the house in the mid -twentieth century and bas used it fm medical offices
and a daycare center.
The Cart -Wing House is important because of its Gothic Revival architecture and for its
place in Bangor's national history: a rural retreat for Josima Can and his family and the
home of the Wing sisters, whose patronage of the arts benefited not only the local area,
but Maine and New England. Their philanthropy reveals Burger's important position in
the arts and culture of the smm and the lingering effects of the wealth ofBmgor's lumber
trade.

The Carr -Wing House at 612 State Shat should be added as ahistoric landmark to
Banger's Historic Preservation Ordinance because of its importance in the city's
archi esturel and caltual history. It is a fine example ofCmthic Revival architecture and
e ofBangur'sfirs, intact remaining buildings of the type. Moreover the Con -Wing
House, along with other Gothic Revival houses in Bangor, reveals the impact of architect
Richard Upjohn's work in the city. In addition. early twen4ethcentury alterations to the
Cart -Wing House reflect the importance ofReagan's position in the lumber trade and the
lives of prominent fdawe ah patrons.I
The Can -Wing is an exceptional ceample ofrhe Gothic Revival because of the
prominarce of its location and its level of deciding. Furthermore, it is one of only four
Gothic Revival house in the city that resume its architectural integrity. It is aures -bay,
Me story residential building with many feelumm characteristic of the Gothic Revival:
steeply -pitched cross -gabled roofs; scroll -sawn vergeboards (commonly called
gingerbread) on its some and domras; windows extending into its gables; and a me-
smryporch. One of its most handsome feahum is its quahetoil window in the fmot gable.
Moreover, it sits on the crani of a bluff of land overlooking the Penobscot River, in
kespiog with the picturesque ideal of the Gothic Revival. It is symmetrical in design,
owing to the fact that the builthng began its life as aFdpal-style house that was updated
to the newly -popular Gothic Revival in 1844 after it was purchased by a new owner.
Ifaliatime nimbus, aQueea Anne library wing, and a madern addition to the rem of the
house were added later. no Can -Wing House remaim a good example of Gothic
Revival architecture in spite of these later changes and the fact that the exterior of the
building has been compromised by the enclosure of the western half of the porch an its
State Strat fagade.
The Gothic Revival is a particularly important style of domestic archisomme in Scatter
because. of the city's aasociatiou with Richard Upjohn- Upjohn is considered one of the
most important early designers and promotes of the Gothic Revival in the United States.
His earliest work in the Gothic Revival was produced in Bangor (St John's Episcopal
Church on Freach Suttl, built 1835-36, burned 1911), leading to his career as one of the
earliest and most aspected professional architects in America Richard Upjohn designed

Action Taken: Fallowing a briefing about the ofthe significance of the Can -Wing House
by Sara Martin, the Commission discussed the maser and then took comments from
the public, including Pat Taber, fiom EMa[C. Mr. Taber discussed EMMC's
working group that was established recently to look a the options available for these
properties. Mr. Taber requested that the Commission table the application until the
workgroup's meetings are complete. The commission also took commend from Ms.
Susan Korninsky, an shooting property owner of record who requested the Commission
act on the listing of the Can- Wing House.. The Commission discussed at great length

the proposal and EMMC's request to table Ne listing until the workgoup completed its
work. In the end, due to the significance of the property the Commission voted 4 to I to
desiarmte the Carr -Wing House as an historic landmark. Commissioners Banditry,
Meller, Martin and Lewis voted m favor of the designation. Mr. Pasquine voted an,
preferring to wait mail the workgoup completed its work. Commissioner Homberger
did not participate in the discussion or the vote, as she indicated m the November mating

To consider an application to designate 421 State Street (Shumay-Robinson House) as
an historic landmark
Action Taken: Following a briefing about the of the significance of the Shumway-
Robinson House by Sara Martin, the Commission discussed the matter and Nen tack
commends from the public. Mr. Taber from EMMC, again, requested that Nis
designation be tabled until the workgoup has completed its work. City resident Dan
Tremble requested the Commission move forward on the designation of Nis property.
The Commission discussed the worthiness of the building as a stand alone historic
landmark and determined that this home is of significance, bat not necessarily as an
historic landmark in and of itself The Commission decided to table the designation of
the Shumway-Robinson House as an historic landmark, and decided to include it in
broader Store Street Mea Historic District that Ne Commission would review priorto the
July 2008 Commission meeting. The Commission will request Nat the City Council
explore financial Warms to conduct the survey work that would be required to create a
broader State Street Historic District The Commission voted 5 to 0 in favor of
establishing a mosder State Street Historic Dishiaby July 2008.
